A two failure criteria model based on plasticity limit load (LL) theory and linear elastic fracture mechanics (LEFM) is proposed for characterizing the fracture behavior of ductile structural metals. Failure is considered to occur at the lower load predicted by the two failure criteria. The variables involved in the two failure criteria model are: fracture toughness (Kc), tensile strength (Su), relative crack length (a/W), and geometry. A dimensionless parameter, Kc/SuW1/2 was defined. The fracture toughness failure criterion was found to dominate at low values of Kc/SuW1/2, and the LL failure criterion controls fracture at large values.

Tension and fatigue specimens were tested in as-received, hydrogen-embrittled, and temper-embrittled conditions, while impact specimens were tested in the as-received condition only. The failure mode of embrittled and unembrittled weldments containing induced weld defects was also studied.

The report summarizes the work performed in support of the development of fracture criteria for steel weldments in arctic structures. The ductile-to-brittle transition behavior of a shielded metal-arc weld, typical of steel weldments in arctic structures, has been studied. Fracture toughness, Charpy V-notch impact energy, and tensile properties have been measured as a function of temperature throughout the ductile-to-brittle transition range. The effect of geometric dimensions on fracture toughness has been studied for three geometries of single-edge-notch-bend (SENB) specimens. The fracture surfaces of broken specimens have been characterized by scanning electron microscopy (SEM). The microstructure of the multiple-pass weldment has been studied by optical microscopy. The mechanical properties of the steel weldment have been compared to the base metal, an ABS grade EH36 steel in normalized condition.
