Many environmental and social benefits will result from implementing activities to tackle emissions from deforestation and forest degradation and to promote the conservation of forest carbon stocks, as well as from the sustainable management of forests and carbon enhancements in developing countries (REDD+). Benefit sharing in REDD+ refers to the ways in which the financial benefits resulting from these activities will be distributed among different local stakeholders within a country. It is necessary to create ad hoc institutional frameworks and design equitable and transparent benefit sharing schemes such that the rewards may be distributed among all the many stakeholders within the country who have in some way participated in the achievements. This report presents a summary of the gaps and problems in the design of benefit sharing schemes, focusing particularly on the need to develop pro-poor schemes, and includes the Forest Dialogues' main recommendations and suggestions. An assessment of both the challenges and the potential paths for implementation is included in the example provided by the case of implementation of REDD+ in Mexico.

Since 2009, CIFOR has conducted a multi-donor funded Global Comparative Study on REDD+ (GCS-REDD+) in 10 countries (Indonesia, Brazil, Bolivia, Cameroon, Peru, Tanzania, Vietnam, DR Congo, Nepal and Mexico). The project began as a four-year global research study on first-generation REDD+ demonstration and readiness activities and has since expanded to address a number of related topics, including multilevel governance in REDD+ benefit sharing and land use decisions. REDD+ is a multilevel process, and issues of scale, power and politics apply to both land use decisions and the institutions set up as part of REDD+ and other initiatives aimed at improving landscape governance. The nature and extent of multilevel communication and coordination influence the legitimacy of the institutions and processes established. It is thus necessary to analyze the political and economic challenges and opportunities behind technical processes such as Monitoring, Reporting and Verification (MRV) systems. This occasional paper focuses on Mexico’s approach to REDD+ MRV and the interplay between national and state levels. It aims to increase understanding about the interests and levels of understanding of the different actors involved in REDD+ MRV, why their visions vary, how coordination functions across actors and scales and the underlying factors that affect it. The paper identifies challenges and opportunities and provides insights on how the process can be improved to create a multilevel REDD+ MRV system that responds to the different needs and interests of national, state and local actors. The lessons from Mexico are also relevant for other countries engaged in this process.

In order for REDD+ to achieve these objectives, effective benefit sharing systems will need to be implemented. Benefit sharing in REDD+ could take a wide variety of forms depending on the policies used to achieve REDD+ objectives. However, common to all approaches is the need for clear processes to determine actors' eligibility, the scale of benefits (and costs) and the governance arrangements. While many of the general concerns about benefit sharing within communities are widely referenced (e.g., elite capture), relatively less is known about how benefits are actually shared within communities and the implications in terms of economic opportunities, empowerment and vulnerability. There is also surprisingly little empirical evidence on the implications of different benefit sharing approaches for the poor in the different examples reviewed; for example, in terms of questions about whether benefits have actually compensated people adequately, helped to lift people out of poverty or deal with temporary shocks. These issues need to be much better understood within emerging REDD+ projects and programs, which in many cases have an objective to benefit those affected by REDD+ implementation.

REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.
