This paper examines Cambodia’s 2002 Article IV Consultation and Sixth Review Under the Poverty Reduction and Growth Facility (PRGF). Supported by inflows of development aid, economic activity regained vitality in 1999. The government’s macroeconomic strategy, which was supported by a PRGF arrangement, yielded positive results. Economic performance in 2002 was broadly satisfactory. Real GDP is estimated to have slowed to 41⁄2 percent owing to adverse weather conditions. All end-September quantitative performance criteria and the structural performance criterion for end-October were observed. Progress in structural reforms has been broadly satisfactory, albeit with some delays.

The government embarked on a reform program in early 1999 to revive the momentum and policy measures that had been interrupted in 1997 and 1998 owing to the regional financial crisis and internal political turmoil. Monetary and exchange rate policies in 1999 were also supportive of improved economic conditions. The 17 percent increase in broad money was fully reflected in an increase in net foreign assets. Executive Directors welcomed Cambodia's improved macroeconomic performance and progress with structural reforms, which has helped increase confidence considerably.

This paper assesses Cambodia’s 2001 Article IV Consultation and Fourth Review Under the Poverty Reduction Growth Facility (PRGF). The PRGF-supported program approved in October 1999 aims at sustaining economic growth, reducing poverty, and accelerating economic reconstruction. In the first two years of the program, significant progress has been made. Priority structural policies for the third year of the PRGF arrangement focus on improving tax and customs administration, enhancing expenditure management, and continuing the bank restructuring program—including reform of the publicly owned Foreign Trade Bank.

External developments have reflected increased garment exports and tourism earnings, sharply higher oil imports, and higher capital inflows. The IMF staff urges the authorities to make effective use of planned technical assistance under the Technical Cooperation Action Plan. Structural reforms for 2001 will focus on those areas critical for achieving the macroeconomic objectives.
