Global geopolitics has shifted dramatically over the last thirty years. After the vanishing expectations of a unipolar international system led by the United States, China has gained an increasingly dominant role in areas as innovative as quantum computing, robotics and artificial intelligence. In the non-digital dimension, the eastern superpower has made gigantic investments in its Belt and Road Initiative, which include the development of a massive network of highways, industrial centers, harbors, pipelines and bridges, among many other works of infrastructure. These investments allow for the connection of more than 60 countries worldwide, guaranteeing China s energetic security, easier conditions for trading goods and services and, perhaps more importantly, a significant influence in the political and economic events of the world. States with political regimes as diverse as those of Russia and India are part of this growing network; in various cases, in exchange for the benefits associated wi th being part of it, major concessions were made. By way of illustration, Sri Lanka and Pakistan, among others, given their lack of capacity to pay for sorne of the works, have agreed to forfeit control of specific areas of their territories.

Rising Powers, People Rising is a pathbreaking volume in which leading international scholars discuss the emerging political economy of development in the BRICS countries centred on neo-liberalization, precarity, and popular struggles. The rise of the BRICS countries – Brazil, Russia, India, China, and South Africa – has called into question the future of Western dominance in world markets and geopolitics. However, the developmental trajectories of the BRICS countries are shot through with socio-economic fault lines that relegate large numbers of people to the margins of current growth processes, where life is characterized by multiple and overlapping vulnerabilities. These socio-economic fault lines have, in turn, given rise to political convulsions across the BRICS countries, ranging from single-issue protests to sustained social movements oriented towards structural transformation. The role of governance has only recently begun to be researched and discussed in order to better understand tourism policy making and planning, and tourism development. This interdisciplinary edited volume explores the political economy of regionalism in Latin America. It identifies convergent forces which have existed in the region since its very conception and analyses these dynamics in their different historical, geographic and structural contexts. Particular attention is paid to key countries such as Argentina, Brazil and Mexico, as well as subregions like the Southern Cone and Central America. To understand the resilience of regionalism in Latin America, this book proposes to highlight four main issues. Firstly, that resilience is linked to mechanisms of self-enforcement that are part of the accumulation of experiences, institution building and common cultural features described in this book as regionalist acquis. Secondly, the elements and driving forces behind the promotion and expression of the regionalist acquis are influenced and shaped by nested systems in which social processes are inserted.
