Although cities and counties have made a start toward meeting the need, a much larger program is required. For each residents, local governments should plan 25 miles of foot trail, 5 miles of bridle paths, and 25 miles of bicycle trails. Although some metropolitan area trails can serve two or more of these uses, where use is heavy, separate trails designed for the intended use should be developed.
