Black Politics in Transition considers the impact of three transformative forces—immigration, suburbanization, and gentrification—on Black politics today. Demographic changes resulting from immigration and ethnic blending are dramatically affecting the character and identity of Black populations throughout the US. Black Americans are becoming more ethnically diverse at the same time that they are sharing space with newcomers from near and far. In addition, the movement of Black populations out of the cities to which they migrated a generation ago—a reverse migration to the American South, in some cases, and in other cases a movement from cities to suburbs shifts the locus of Black politics. At the same time, middle class and white populations are returning to cities, displacing low income Blacks and immigrants alike in a renewal of gentrification. A generation removed from the Civil Rights Movement and the Black Power explosion of the 1960s, the pursuit of racial equality and social justice for African-Americans seems more elusive than ever. The realities of contemporary black America capture the nature of the crisis: life expectancy for black males is now below retirement age; median black income is less than 60 per cent that of whites; over 600,000 African-Americans are incarcerated in the US penal system; 23 per cent of all black males between the ages of eighteen and 29 are either in jail, on probation or parole, or awaiting trial. At the same time, affirmative action programs and civil rights reforms are being challenged by white conservatism. Confronted with a renascent right and the continuing burden of grotesque inequality, Manning Marable argues that the black struggle must move beyond previous strategies for social change. The politics of black nationalism, which advocates the building of separate black institutions, is an insufficient response. This volume of the National Political Science Review, the official publication of the National Political Science Association, is anchored by a major symposium on The Politics of the Black "Nation," the book authored by Matthew Holden in 1973, which is now considered one of the most influential books in the field of black politics. Twenty-five years provide a sufficient timespan on which to base a retrospective of the book and simultaneously to reflect upon the evolution of the black liberation struggle, more formally called, African American politics. In the present age, there is not much talk about "a black nation," certainly not as was heard during the 1960s and mid-1970s. Yet there is a persistent sense of separateness in that there is constant thought and talk of "Black America" as a significantly separate communal entity. Black Americans are seen as a racially and culturally distinct community holding to social, political, economic interests which have special significance and poignancy for them.
