With few exceptions the many documents published by the United States government have also been omitted. The list prepared in the Library of Congress under the direction of Mr. Griffin is apparently so complete that further work in that direction is rendered un necessary. Endeavor has been made to include all references possible, and while without doubt some have been overlooked, it is hoped that such omissions have been few and unimportant.
