This study examines economic and social aspects of the development of four Arab countries in a region conveniently referred to as the Gulf. The countries are namely: Saudi Arabia, Kuwait, Qatar and the United Arab Emirates. Though they are not the only oil-producing countries in the Gulf, these countries were chosen because as a group they have many characteristics in common which they do not share with the other countries surrounding them. The similarities can be seen in a range of areas including cultural traditions, economic activities prior to and during the oil era, socio-economic policies issued and implemented during the last few decades, and physical conditions and resources. Grouping the Gulf countries under one geographical label creates the impression of complete homogeneity and absence of differentiation. Nevertheless, the shared features divert the attention from a wealth of individual distinctions and particular characteristics. The significance of the Gulf region in the world economy and international politics highlights the topicality of the subject approached in this study- the Gulf's significance has been increasing since the discovery of oil few decades ago, as well as its exploitation and exportation specially during the last couple of decades. The study covers the period from 1970 till the mid-1980s. This period is very important to the history of the area for seve¬ral reasons. IN this period interest in development planning became more serious and improvements brought about by oil wealth were impressive at all economic and social levels. The changes were too sudden and too dramatic for the unprepared people and economies to absorb, which has created a unique and challenging development situation. The impact of quick growth affected people whose well being is the aim and goal of every developmental action. Clearly, the situation in the Arab Gulf induces a challenging area of research which has urged the author of this study to search further into it in an attempt to unravel certain aspects of the situation. This study represents a modest attempt to approach and highlight some issues of a highly complex situation. It is hoped that this study will contribute in paving the way for further studies and research for resolving issues that are of an equal human and economic seriousness. This study consists of an introduction and five chapters. A convenient methodology for carrying out this research has been to rely on books, scholarly journals, yearbooks, official documents, and to examine existing data, reports and information that relate to the topic. The introduction reveals the sources and significance of the problem studied. It also pinpoints the factors that have triggered interest in development in general, particularly the will of the Gulf authorities to develop their indigenous people. The first chapter emphasizes the strategic importance of the Gulf region and focuses in the same chapter on certain socio-economic characteristics of the people of the region pre-and post the discovery of oil reflecting the importance of the human aspect in the Gulf. The Gulf is not just oil and geography; it is essentially people with aspirations for economic and social development. The second chapter reviews some literature pertinent to the theory of development and presents human resources development as a very important aspect of the development process. In this chapter development and its problems in the Gulf region is also discussed. The significance of this chapter lies in revealing how development in the Gulf has been a unique phenomenon where capital as one factor of production was abundant relative to the other factors of production i.e. land and labor. The third chapter is divided into two major sections. In the first section the focus is on the early development orientation in the Gulf region with their emphasis on infrastructure and diversification of their economies. Launching very ambitious development plans and programs whose implementation required a large amount of labor which the Gulf countries could not supply. Section two of chapter three delves further into the reliance of the Gulf countries on the importation of foreign Arab and non-Arab labor, their dependence on imported labor and the consequences of this reliance on the economies and peoples of the Gulf. Chapter four relates to the efforts of the Gulf authorities to develop their indigenous people in an attempt to reduce reliance on expatriate labor. Of the numerous ways to develop human resources higher education was chosen to be highlighted as a pivot for creating and developing skills-Chapter five summarizes the findings of the study and pinpoints sore recommendations for future action.

The six member states of the Gulf Cooperation Council (GCC) have achieved substantial development progress in recent decades, as is evidenced by their high rankings within the United Nations Development Programme’s Human Development Index (HDI). Despite these achievements, however, the process of development in the GCC states still faces numerous challenges, the most significant of which relate to national human resources.
