The market for information technology products is rapidly changing from a manufactur er-driven market where new products were determined by the evolution of technology, to a user-driven market where users buy only products corresponding exactly to their needs and where competition is very strong. Confronted with this market situation, hardware and software producers are being obliged to adopt new strategies, and to make a large number of products available on the market in response to a variety of different needs. As a result of the multiplicity of choice available, the design of an office system which corresponds precisely to user needs is becoming an increasingly complex task. With exactly this in mind, the Commission, as early as 1985, invited submissions of projects aiming at the development of such adequate tools in its Call for Proposals for the ESPRIT Programme, in order to assist companies in the design of their office systems. This topic was recognised as being of strategic importance, considering the low level of penetration of Information Technology in European enterprises compared to the United States and Japan. Following this strategy, the project TODOS was selected and launched. This project has successfully developed tools and methods for the definition of the functional specifi cation of the office system, as well as the system architecture and user interface -results which can be of great interest for the IT community at large.

The goal of this book is to present a framework within which the myriad of office technologies and office systems design techniques can be better understood. There are a number of office books which deal with the social/organizational aspects of office automation or with office equip ment introduction strategies. Decision making is a very complex phenomenon. "User is king" is not a new concept, but it is certainly one that has gathered considerable momentum in the recent years. The driving force are the increasing and relentless pace of competition and the consequent attempts by many companies to keep and improve their marketshare. Since the beginning of ESPRIT Programme in 1984, the Human Computer Interface has been the subject of attention, in terms of technology development and utilisation of those technologies in various applications in the fields of Information Processing Systems, Computer Integrated Manufacturing, and Office and Business Systems. This topic area had been addressed in a number of different perspectives: user modelling, task analysis, cognitive aspects of interaction and assimilation of information, natural language speech and graphics, processing of multisensor information and its presentation, and a wide range of applications in which these technologies are used. In addition to the previous ESPRIT programmes, the specific programme for Information Technology of the European Framework Programme for 1994-1999 has recognised the ever increasing importance of "ease of use" in computer applications. The work programme on Human Comfort and Security is an attempt to address these issues. Its primary objectives are the exploitation of existing knowledge and expertise in usability engineering by integrating methods and tools into coherent toolsets, the generation of improved human computer interface components, demonstrating their application in practice, and widely disseminating the results and promoting the take-up of these technologies.
