Quality Services in Academic Libraries

Quality Services in Academic Libraries PDF Author: Felicia Etim
Publisher: AuthorHouse
ISBN: 1524604712
Category : Education
Languages : en
Pages : 358

Book Description
There is great consistency throughout these articles, research projects, management schemes, and standards, in and out of librarianship. Does the repetition suggest that the lessons have not yet been learned? Rather, it may be that there is no new silver bullet or shortcut for academic libraries. Experience reveals that one may have the formal process without getting good results and vice versa; the determining factor is whether the library staff, managers, and stakeholders define certain fundamental assumptions about the nature of the enterprise. All the above have in common the following underlying components: The careful definition of goals or of some kind of criteria against which success can be assessed A focus on meeting the needs of the users, as defined by the library and the institution Leadership: a commitment from the top, conscious efforts at ensuring communication, the provision of training and resources for the process of evaluation, the active support of a process to promote shared values The involvement of all levels of staff in goal setting, evaluation, and the improvement of processes and services Integrating a process of evaluation that is continuous and adaptive, whether that process is based on the framework of TQM, strategic planning, or another model

Stakeholders’ Perspectives on Assessment and Improvement of Quality in Early Childhood Education and Care: A World-Wide Kaleidoscope

Stakeholders’ Perspectives on Assessment and Improvement of Quality in Early Childhood Education and Care: A World-Wide Kaleidoscope PDF Author: Antonia Elisabeth Enikoe Baumeister
Publisher: Frontiers Media SA
ISBN: 2832549306
Category : Science
Languages : en
Pages : 204

Book Description
The key aims of early childhood education and care (ECEC) are to offer children from all social backgrounds a good start in their lives, to support parenting as well as families’ workforce participation, and, thereby, to sustainably strengthen the national economy over current and future generations. High-quality ECEC has been shown to improve child outcomes and be a buffer against developmental risk factors. For these reasons, governments, ECEC providers, and researchers are placing an increasing focus on the frameworks and systems that underpin quality as well as the measures that assess quality. At the same time, however, research on ECEC as a multidisciplinary endeavor has shown that the aims and benefits of high-quality ECEC can only be reached when all stakeholders’ needs are acknowledged and sufficiently met. For example, recent evidence suggests that the acceptability and social validity of quality assessment and improvement methods are contested among some stakeholders, and thus, the sustainability of these quality efforts may be in doubt. New challenges also include the ever-changing nature and circumstances affecting ECEC stakeholders, for example, the greater flows of refugee families and the impact of the Covid-19 pandemic. This Frontiers Research Topic will contribute to an updated knowledge base in order to inform governments, providers, and the scientific community about best practices and new solutions for conceptualizing, measuring, and improving ECEC quality. The aim of the proposed Research Topic is to generate a worldwide kaleidoscope of research studies that explore and discuss models for gathering the perspectives of multiple stakeholders and considering the meaningfulness of stakeholder views for conceptualizing, assessing, and improving quality in ECEC. We believe that greater attention needs to be given to the diversity of stakeholders who are invested in ECEC, including government regulatory authorities, service providers, educators, families, communities, and children. We also believe that wide-ranging stakeholder input will generate innovative methods for assessing and improving quality that keep pace with our rapidly changing information society. Two further foci are set on ECEC practices: (1.) that support participation, diversity, and inclusion of all children and families and (2.) that are suitable for developing countries and diverse populations within countries. In this, the focus is not only on best practices but also on the limitations of practices. In soliciting research articles on ECEC stakeholder perspectives, we describe stakeholders as inclusive of government/non-government regulatory agencies, service providers, teachers and caregivers, families, communities, and children. Themes of interest include but are not limited to: • Assessment of quality in ECEC, including self-assessment approaches; • The design of and use of quality frameworks in ECEC; • Effects of quality and of quality improvement on children and families; • Drivers and indicators of quality improvement; • Acceptance and sustainability of quality efforts among ECEC stakeholders; • Policy expectations of quality rating and improvement systems (e.g., funding policy); • The role of teacher and caregiver professionalization; • All types of center-based and home-based ECEC. We are interested both in quantitative and qualitative research designs as well as in mixed-methods research. Cross-sectional, longitudinal, (quasi-)experimental and case study designs are welcome. The following article types are welcome: original research, empirical studies, systematic reviews, community case studies, policy briefs articles, and brief research reports.

Organizational Assessment and Improvement in the Public Sector

Organizational Assessment and Improvement in the Public Sector PDF Author: Kathleen M. Immordino
Publisher: Routledge
ISBN: 135155560X
Category : Political Science
Languages : en
Pages : 254

Book Description
Calls for performance measures and metrics sound good, but public sector organizations often lack the tools required to assess the organization as a whole and create true change. In order to implement an integrated cycle of assessment, planning, and improvement, government agencies at all levels need a usable framework for organizational assessment that speaks to their unique needs. Organizational Assessment and Improvement in the Public Sector provides that framework, an understanding of assessment itself, and a methodology for assessment focused on the public sector. The book introduces the concept of organizational assessment, its importance, and its significance in public sector organizations. It addresses the organizational theory that underlies assessment, including change management, organizational and individual learning, and organizational development. Building on this, the author focuses on the processes and demonstrates how the communication that results from an assessment process can create a widely accepted case for change. She presents a model grounded in the Malcolm Baldrige National Quality Program criteria but adapted for the culture of government organizations. She also addresses the criteria that form the basis for assessment and implementation and provides examples and best practices. Facing decreasing budgets and an increasing demand for services, government agencies must increase their capabilities, maximize their available fiscal and human resources, and increase their effectiveness and efficiency. They often operate in an atmosphere that prizes effectiveness but measures it in silos assigned to individual programs and a structure that encourages people to do more with less while systematically discouraging efficiency. Stressing the significant and important differences between a business and a government, this book supplies the knowledge and tools necessary to create a culture of assessment in government organizations at all levels.

Public Service Reforms in a Small Island State PDF Author: Frank Bezzina
Publisher: Springer Nature
ISBN: 3030743578
Category : Law
Languages : en
Pages : 353

Book Description
This book provides a detailed examination of public service reforms in Malta. Focusing on both the trajectory and substance of the reforms, the volume provides a holistic treatment of the public sector in the European Union’s smallest member state. The book is divided into four parts. Part I covers the historical background of public service administration and management in Malta from the 1500s to the 2010s. Part II focuses on recent reforms, begun in 2013, after the election of Prime Minister Joseph Muscat. Each chapter in this part addresses a particular reform theme: transparency and accountability; civil service systems and HR management; service delivery and digitalisation; organisation and management of government reforms; policy making, coordination, and implementation. Part III investigates the internal and external impact of the reforms, reporting and analyzing the results of a survey carried out among government employees and the Maltese population. The book concludes with a chapter on global reform trends that are likely to impact public service delivery in the future. Providing an in-depth view of public service in a small island state, this volume will be useful to researchers and students interested in public sector management, administration, and public policy as well as practitioners, consultants, and government employees.
