Los autores muestran por qué este principio se impone hoy día como el término central de la alternativa política para el siglo XXI: anuda la lucha anticapitalista y la ecología política mediante su reivindicación de los “comunes” contra las nuevas formas de apropiación privada y estatal. Además, articula las luchas prácticas con las investigaciones sobre el gobierno colectivo de los recursos naturales o de la información y designa formas democráticas nuevas que aspiran a tomar el relevo de la representación política y del monopolio de los partidos. Esta emergencia de lo común en la acción reclama un trabajo de clarificación en el pensamiento. El sentido actual de lo común se distingue de los numerosos usos que se ha dado a esta noción, ya sean filosóficos, jurídicos o teológicos: bien supremo de la ciudad, universalidad de esencia, propiedad inherente a ciertas cosas, incluso alguna vez el fin perseguido por la creación divina. Pero hay otro hilo que vincula lo común, no a la esencia de los hombres o a la naturaleza de las cosas, sino a la actividad de los hombres mismos: sólo una práctica de puesta en conjunto puede decidir qué es “común”, reservar ciertas cosas al uso común, producir determinadas reglas capaces de obligar a los hombres. En este sentido, lo común reclama una nueva institución de la sociedad por ella misma: una revolución.

This edition of the "Inter-American Yearbook on Human Rights," like the volumes that precede it, includes information concerning the activities of the Organization of American States in the promotion and protection of human rights. It begins with the composition of the Commission and Court, including the biographies of the members, 1988 activities of each body, reproductions of resolutions and reports by the Commission and historic correspondences and decisions by the Court. Also included is an update on the status of the American Convention on Human Rights, which reports the relation of each country to that instrument, followed by resolutions adopted in 1988 by the OAS General Assembly. The year 1988 distinguished itself particularly because the Inter-American Court of Human Rights made its first decision on a contentious case, the "Velasquez Rodriguez" case (Honduras). This historic decision is reproduced in Part Three of this volume. Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social and Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502. De Rousseau se ha hecho, e incluso se hace, una lectura preeminentemente política, priorizando El Contrato social sobre el resto de su obra. Esta visión, auspiciada por los partidarios de la Contrarrevolución, posteriormente se ha hecho canónica al asentarse los principios proclamados por los revolucionarios franceses. Con la perspectiva de esta visión sesgada, los escritos referentes a la religión se ven como añadidos discordantes, explicándose por causas subjetivas los que se presentan como disarmonías. Frente a esta interpretación, la que el autor propone atiende a aspectos culturales, antes que a aspectos subjetivos. Rousseau es fruto de un momento de transición. Frente al XVIII como el siglo de la razón, el pueblo es eminentemente religioso. La opción de Rousseau por el sentimiento religioso es una opción epistemológica pero a su vez es una opción social, una opción por el pueblo llano, frente a la razón auspiciada por la élite. Rousseau propone una revolución moral presidida por esquemas religiosos, aunque esta religión tiene que adaptarse a los nuevos tiempos: la metafísica debe ceder ante lo terrenal, o la moral primar frente a lo teológico. La religión civil, como religión patriótica, es expresión de su deísmo en el ámbito político.
