Between 1958 and 1970, a distinctive movement for racial justice emerged from unique circumstances in Milwaukee. A series of local leaders inspired growing numbers of people to participate in campaigns against employment and housing discrimination, segregated public schools, the membership of public officials in discriminatory organizations, welfare cuts, and police brutality. The Milwaukee movement culminated in the dramaticÑand sometimes violentÑ1967 open housing campaign. Traditional narratives of black educational history suggest that African Americans offered a unified voice concerning Brown v. Board of Education. Jack Dougherty counters this interpretation, demonstrating that black activists engaged in multiple, overlapping, and often conflicting strategies to advance the race by gaining greater control over schools. Dougherty tells the story of black school reform movements in Milwaukee from the 1930s to the 1990s, highlighting the multiple perspectives within each generation. In profiles of four leading activists, he reveals how different generations redefined the meaning of the Brown decision over time to fit the historical conditions of their particular struggles. The civil rights movement occupies a prominent place in popular thinking and scholarly work on post-1945 U.S. history. Yet the dominant narrative of the movement remains that of a nonviolent movement born in the South during the 1950s that emerged triumphant in the early 1960s, only to be derailed by the twin forces of Black Power and white backlash when it sought to move outside the South after 1965. Examining both the public and private aspects of gender formation, Summers challenges the current trajectory of masculinity studies by treating black men as historical agents in their own identity formation, rather than as screens on which white men projected their own racial and gender anxieties and desires. Manliness and Its Discontents focuses on four distinct yet overlapping social milieus: the fraternal order of Prince Hall Freemasonry; the black nationalist Universal Negro Improvement Association, or the Garvey movement; the modernist circles of the Harlem Renaissance; and the campuses of historically black Howard and Fisk Universities. Between 1900 and 1930, Summers argues, dominant notions of what it meant to be a man within the black middle class changed from a Victorian ideal of manliness--characterized by the importance of producer values, respectability, and patriarchy--to a modern ethos of masculinity, which was shaped more by consumption, physicality, and sexuality.
