Inspectors also have police authority granted them by an act of Congress, and make summary arrests when necessary. Special investigations are ordered in many instances when no complaint has been received, but where there is cause to believe that irregularities may exist. Extensive surveys affecting certain lines of trade, such as bread, gasoline, coal, and so forth, are also made when possible. Such surveys are considered necessary in order to keep in touch with the situation regarding law observance.
