The polarization and differential cross sections for neutrons scattered from Zr, Nb, Mo, and Cd were measured at five angles for neutron energies between 0.275 and 0.85 Mev. The results were analyzed in terms of a local optical model equivalent to the noniocal model of Perey. The analysis leads to the following major conclusions; the calculations, corrected for the effects of compound elastic scattering, are consistent with most of the observed scattering data, particularly when a spin-orbit potential that includes both a real and imaginary term of the Thomas type is employed; and calculations (based on this model) of the magnitude and shape of the P-wave neutron strength function in the region near A = 100 are not very sensitive to the parameters of the spin-orbit potential -- at least when the real term is between 7 and 2 Mev and the imaginary term is between 0 and 7 Mev. A review of microscopic optical model potentials used in the analysis of neutron scattering and analyzing power data below 100 MeV (5 ≤E{sub n}≤100 MeV) is presented. The quality of the fits to the data over a wide massd (6Li-239Pu) and energy range is discussed. It is shown that reasonably good agreement with the data is obtained with only three parameters, [lambda]{sub V}, [lambda]{sub W}, and [lambda]{sub SO}, which show a smooth mass and energy dependence. These parameters are normalizing constants to the real (V), and imaginary (W) central potentials and the real spin-orbit (V{sub SO}) potential. 14 refs., 7 figs.
