A specific program of the 1990 Clean Air Act Amendments is the Employer Trip Reduction Program (ETR), which is sometimes recognized as the Employee Commute Options (ECO) program. This program required all employers of 100 or more employees in severe and extreme nonattainment areas to develop and implement plans that increase the automobile passenger occupancy (APO) levels of vehicles arriving to the worksite between the hours of 6:00 a.m. and 10:00 a.m. by 25%. The purpose of this current study was to evaluate the potential impact of the ETR program on Houston's mobile source emissions and fuel consumption. A secondary objective was to evaluate the characteristics of the ETR program through plans submitted by affected worksites. The ETR database was used to evaluate the potential effectiveness of the ETR program throughout the eight county nonattainment area to see if it had achieved 100% compliance and met the target average passenger occupancies set in the plan. To supplement this analysis, a survey was conducted to determine the indirect trip rates caused as a result of participation in the ETR program. The database was also used for an initial examination into the preferences of employees and employers in choosing specific transportation control measures. Recommendations for future research, based on the findings from this study, are also presented in the report.

Documented analysis procedures of travel and emission impacts of Congestion Mitigation/Air Quality (CM/AQ) Improvement Program projects are required by the Intermodal Surface Transportation Efficiency Act (ISTEA). The Texas Department of Transportation (TxDOT) realized a need to assist Texas metropolitan planning organizations (MPOs) with their analysis of CM/AQ projects. A search of the current literature and telephone surveys with FHWA personnel was conducted to assess what procedures were available for use in Texas, and to determine what procedures were in use around the nation. Through the span of this project, the importance of vehicle emissions associated with the vehicle's operating mode became increasingly important from results of research work sponsored by the U.S. Environmental Protection Agency (EPA). Several analysis examples of transportation projects are presented. Discussions of their expected versus evaluated benefits and potential impact of vehicle operating emissions on analysis techniques are given in the report. The report concludes with several caveats detailing findings and aspects of analysis discussed in this report.

This project had two primary objectives. The first objective was to examine the relative effectiveness of potential new emission control measures, primarily from mobile sources, on 1-hour and 8-hour ozone concentrations and population exposure metrics in the Houston and Dallas areas. The second objective was to conduct a pilot-scale study to examine how portable emissions monitoring system (PEMS) technology can be used to characterize exhaust emissions from heavy-duty diesel vehicles and equipment during real-world driving conditions. The overall goal of the research was to provide a foundation for effective transportation and air quality policy decisions in eastern Texas. A total of 38 modeling simulations were conducted to examine a range of emission control strategies.
