Since the days of Adam Smith, Mercantilism has been a hotly debated issue. Condemned at the end of the 18th century as a "false" system of economic thinking and political practice, it has returned paradoxically to the forefront in regard to issues such as the creation of economic growth in developing countries. This concept is often used in order to depict economic thinking and economic policy in early modern Europe; its meaning and content has been highly debated for over two hundred years. Following on from his 1994 volume Mercantilism – The Shaping of an Economic Language, this new book from Lars Magnusson presents a more synthetic interpretation of Mercantilism not only as a theoretical system, but also as a system of political economy. This book incorporates samples of material from the 1994 publication alongside new material, ordered in a new set of chapters and up-date discussions on mercantilism up to the present day. Tracing the development of a particular political economy of Mercantilism in a period of nascent state making in Western and Continental Europe from the 16th to the 18th century, the book describes how European rulers regarded foreign trade and industrialisation as a means to achieve power and influence amidst international competition over trades and markets. Returning to debates concerning whether Mercantilism was a system of power or of wealth, Magnusson argues that it is in fact was both, and that contemporaries almost without exception saw these goals as interconnected. He also emphasises that Mercantilism was an all-European issue in a time of trade wars and the struggle for international power and recognition. In examining these issues, this book offers an unrivalled modern synthesis of Mercantilist ideas and practices.

Tt Hen we employ labour and capital in transporting and exchanging those things which previous applications of labour and capital have acquired, or prepared, we exercise mercantile or commercial industry. The origin of this branch of industry, and the manner and degree in which it aids the formation of wealth, demand a careful consideration. In the earliest periods of society, a sense of mutual convenience must have induced men to barter or exchange the articles appropriated by their labour. The savage who had chanced to kill a greater number of wild animals than he could consume, but who, in doing so, had expended all his implements of hunting, would naturally be desirous of giving a part of his superfluous and perishable food for a fresh supply of arrows; while he who had been unsuccessful in the chase, and who happened to have more arrows than he immediately required to use, would be equally solicitous for the exchange. Thus, in the rudest state in which men have been found to exist, we may trace the origin of a species of industry, which, as society advances, enables the inhabitants of the most distant regions to administer to each other's wants, and which exerts such mighty influence on the resources and prosperity of nations. When we consider the nature of mercantile industry, and the manner in which it operates, we find, that it employs in proportion to the labour which it puts in motion, a much greater quantity of capital than the others. This volume presents critical writings on the work of the later mercantilists. Sir Josiah Child was elected a governor of the East India Company in 1681. His reputation as an economist rests on his book 'A New Discourse of Trade' published in 1693. His work stimulated a wide range of discussion of such topics as interest rates, population, wage policy, poor relief and colonization. Despite many liberal elements in his thinking, he was a typical Mercantilist in his preference for administrative solutions to economic problems. John Locke, best known for his work on political philosophy, made a major contribution to the debate on the rate of interest in his essay 'Some Considerations of the Consequences of the Lowering of Interest and Raising the Value of Money' (1692). The central theme of that pamphlet was that the rate of interest, being the price for the hire of money, is determined by the demand for and supply of money, which Parliament is powerless to affect. Locke's other major contribution to economic thought was the so called labour theory of private property contained in the 'Two Treaties on Government' (1690), a classic in the history of political philosophy.
