Expenditure Ceilings - A Survey

Expenditure Ceilings - A Survey PDF Author: Gösta Ljungman
Publisher: International Monetary Fund
ISBN:
Category : Business & Economics
Languages : en
Pages : 58

Book Description
This paper looks at the factors that have to be considered when designing an aggregate expenditure ceiling. It is argued that expenditure ceilings are effective in promoting fiscal discipline and sustainability, but that a number of trade-offs have to be made when setting up a fiscal framework that will survive in a politically charged environment. The paper illustrates the discussion with a case study of medium-term aggregate expenditure ceilings in three countries: Finland, the Netherlands and Sweden.

The Swedish Experiment

The Swedish Experiment PDF Author: Assar Lindbeck
Publisher: Center for Business and Policy Studies
ISBN:
Category : Political Science
Languages : en
Pages : 118

Book Description
In The Swedish Experiment Assar Lindbeck characterizes the economic and social system in Sweden in terms of a number of institutional features by which Sweden has differed from most other developed countries. They refer mainly to the division of responsibilities between the private and the government sector, in particular with respect to economic security, employment, income distribution, consumption and investment. The book concludes by asking whether the Swedish experiment is gradually unwinding and, if so, why. The Swedish Experiment is written in a nontechnical fashion and should be of great interest not only to professional economists, but also to students of economics and other social sciences as well as to general readers.

Macroeconomic Imbalances, Sweden

Macroeconomic Imbalances, Sweden PDF Author: European Commission. Directorate-General for Economic and Financial Affairs

Category : Balance of payments
Languages : en
Pages : 50

Book Description
On 14 February 2012, the European Commission presented its first Alert Mechanism Report (AMR), prepared in accordance with Article 3 of Regulation (EU) No. 1176/2011 on the prevention and correction of macroeconomic imbalances. The AMR serves as an initial screening device, helping to identify Member States that warrant further in-depth analysis to determine whether imbalances exist or risk emerging. According to Article 5 of Regulation No. 1176/2011, these country-specific ?in-depth reviews? should examine the nature, origin and severity of macroeconomic developments in the Member State concerned, which constitute, or could lead to, imbalances. On the basis of this analysis, the Commission will establish whether it considers that an imbalance exists and what type of policy follow-up it will recommend to the Council. For Sweden, the AMR suggested the need to look more closely at whether Sweden is exhibiting macroeconomic imbalances of an internal and external nature. On the external side, the AMR highlighted a long series of strong current account surpluses which, however, coincided with a loss in market shares over the last years. On the internal side, the high level of private debt was identified as a matter of concern, mainly due to increasing household indebtedness in the context of strong increases of house prices over the last decade. Against this background, Section 2 of this review looks more in detail into these developments covering both the external and internal dimensions, followed by specific focus sections on the housing market and private sector debt developments in Section 3. Section 4 summarises the findings and presents possible policy considerations.

The Welfare State in Transition

The Welfare State in Transition PDF Author: Richard B. Freeman
Publisher: University of Chicago Press
ISBN: 0226261859
Category : Political Science
Languages : en
Pages : 490

Book Description
Once heralded in the 1950s and 1960s as a model welfare state, Sweden is now in transition and in trouble since its economic plunge in the early 1990s. This volume presents ten essays that examine Sweden's economic problems from a U.S. perspective. Exploring such diverse topics as income equalization and efficiency, welfare and tax policy, wage determination and unemployment, and international competitiveness and growth, they consider how Sweden's welfare state succeeded in eliminating poverty and became a role model for other countries. They then reflect on Sweden's past economic problems, such as the increase in government spending and the fall in industrial productivity, warning of problems to come. Finally they review the consequences of the collapse of Sweden's economy in the early 1990s, exploring the implications of its efforts to reform its welfare state and reestablish a healthy economy. This volume will be of interest to policymakers and analysts, social scientists, and economists interested in welfare states.
