Procedural Politics

Procedural Politics PDF Author: Joseph Jupille
Publisher: Cambridge University Press
ISBN: 9781139454117
Category : Political Science
Languages : en
Pages : 306

Book Description
This book was first published in 2004. Under what conditions, in what ways, and with what effects do actors engage in politics with respect to, rather than merely within, political institutions? Using multiple methods and original data, Procedural Politics develops a theory of everyday politics with respect to rules - procedural politics - and applies it to European Union integration and politics. Assuming that actors influence maximizers, it argues and demonstrates that the jurisdiction ambiguity of issues provides opportunities for procedural politics and that influence-differences among institutional alternatives provide the incentives. It also argues and demonstrates that procedural politics occurs by predictable means (most notably, involving procedural coalition formation and strategic issue-definition) and exerts predictable effects on policymaking efficiency and outcomes and long-run institutional change. Beyond illuminating previously under-appreciated aspects of EU rule governance, these findings generalize to all rule-governed political systems and form the basis of fuller accounts of the role of institutions in political life.

Biodiversity Offsets

Biodiversity Offsets PDF Author: Wolfgang Wende
Publisher: Springer
ISBN: 3319725815
Category : Science
Languages : en
Pages : 256

Book Description
This book deals with the new concept of biodiversity offsets. The aim of offsetting schemes is to achieve no let loss or even net gain of biodiversity. Offsets obey a mitigation hierarchy and reflect the precautionary and polluter-pays principle in regard to project impacts. Readers gain insights into current debates on biodiversity policies, with top experts outlining theoretical principles and the latest research findings. At the same time the focus is on practical application and case studies. Today there is a lively international discussion among practitioners and scientists on the optimal legal framework, metrics and design of habitat banks to ensure the success of biodiversity offsets and to minimise the risks of failure or misuse. Contributing to the debate, this volume presents the activities and practices of biodiversity offsetting already implemented in Europe in selected EU member states, and the lessons that can be learnt from them. Readers may be surprised at how much experience already exists in these countries. A further aim of the book is to offer grounded insights on the road ahead, and foster a more intensive and fruitful discussion on how offsetting can be extended and improved upon, so that it becomes a key and effective component of Europe’s biodiversity conservation policy framework.

Confluence

Confluence PDF Author: Sara B. Pritchard
Publisher: Harvard University Press
ISBN: 0674061233
Category : History
Languages : en
Pages : 392

Book Description
Because of its location, volume, speed, and propensity for severe flooding, the Rhône, France’s most powerful river, has long influenced the economy, politics, and transportation networks of Europe. Humans have tried to control the Rhône for over two thousand years, but large-scale development did not occur until the twentieth century. The Rhône valley has undergone especially dramatic changes since World War II. Hydroelectric plants, nuclear reactors, and industrialized agriculture radically altered the river, as they simultaneously fueled both the physical and symbolic reconstruction of France. In Confluence, Sara B. Pritchard traces the Rhône’s remaking since 1945. She interweaves this story with an analysis of how state officials, technical elites, and citizens connected the environment and technology to political identities and state-building. In the process, Pritchard illuminates the relationship between nature and nation in France. Pritchard’s innovative integration of science and technology studies, environmental history, and the political history of modern France makes a powerful case for envirotechnical analysis: an approach that highlights the material and rhetorical links between ecological and technological systems. Her groundbreaking book demonstrates the importance of environmental management and technological development to culture and politics in the twentieth century. As Pritchard shows, reconstructing the Rhône remade France itself.

Book Description
