The Brazilian national defense policy, issued in 1996, the first in the history of the country, established directives to orient the Brazilian military strategic planning as well as diplomatic positions concerning international security. Moreover, this document introduced the concept of sustainable defense that relates the security of the State with the well being of society. This new concept points out that defense, even based on military means; requires participation of society as a whole. This project describes the main aspects that influence the elaboration process of defense policy at international and Brazilian State levels. It also describes the problems of the Amazon as well as the coordinated, integrated and harmonic actions of Brazilian military, diplomatic, scientific people in general that are taking place throughout the country to assure that Brazil has an effective and sustainable defense capability of the Amazon area, within a concept of a continent of peace.

Brazil does not presently have an IW doctrine capable of combating the existing and future threats to its national integrity, and Brazil will be unable to achieve its security objectives without an IW doctrine. Brazilian National Defense Policy considers border control and drug traffic as major threats for Brazilian security. The region most vulnerable to those threats is the Amazon. The Brazilian Amazon is considered an excellent way to allow drug traffic and cultivation. Drug traffickers use Brazilian territory to dispatch drug to consumer's center, inclusive US. That situation must be controlled for the next century. To solve the problems of border control and drug traffic Brazil has many approaches, but based on Brazilian Strategy, historical characteristic of peaceful nation, and resources' availability, the less expensive approach is the establishment of an IW doctrine for the year 2000. To do it, IW must be considered as an efficient tool to Brazil's strategy, and the legal, technological and intelligence environments must adequate to a new situation. Finally, beyond strategic evaluations, some operational changes must be considered, such as the Brazilian Marine Corps' Information Warfare independent company which would be responsible for IW analysis and employment during peacetime or crisis. Brazil must consider the IW doctrine proposed in order to achieve economically its National Defense Policy objectives of border control and drug traffic.

The grouping consisting of Brazil, Russia, India and China (BRIC) was initially meant to be nothing more than clever investment jargon referring to the largest and most attractive emerging economies. However, these countries identified with the BRIC concept, and started to meet annually as a group in 2008. At their fourth summit in 2011, they added South Africa to become the BRICS. By then the BRICS had fully morphed from investment jargon to a name for a new economic and political grouping that had the potential to challenge the unipolar hegemony of the United States and its Western allies. This work analyses the extent to which the concept of coexistence explains the individual foreign policies of the BRICS countries. The editors define coexistence as a strategy that promotes the establishment of a rule-based system for co-managing the global order. It recognizes that different states may legitimately pursue their own political and economic interests, but they have to do so within the bounds of a rule-based international system that ensures the peaceful coexistence of states.
