The deep state ranks among the most critical issues in Turkish politics. This book traces its origins and offers an explanation of the emergence and trajectory of the deep state; the meaning and function of informal and authoritarian institutions in the formal security sector of a democratic regime; the involvement of the state in organized crime; armed conflict; corruption; and massive human rights violations. This book applies an innovative methodological approach to concept formation and offers a mid-range theory of deep state that sheds light on the reciprocal relationship between the state and political regimes and elaborates on the conditions for the consolidation of democracy. It traces the path-dependent emergence and trajectory of the deep state from the Ottoman Empire to the current Turkish Republic and its impact on state-society relations. The present study of the Centre for European Studies presents two papers which look at Turkey and the AKP from different perspectives. Svante Cornell's paper argues that AKP has moved away from democratic reforms and that Turkey's 'zero problems with the neighbours' approach to international relations has failed. Gerald Knaus maintains that the AKP and the EU's influence on Turkey have effected radical changes in the balance of power between the military and civilian actors, thus bringing Turkey somewhat closer to Western democratic standards. EU membership provides member states with a new perception of their place in the world; their foreign policies very much influenced by their involvement in the politics of Brussels. The candidate countries also go through the same experience. The membership prospect however, presented a serious challenge to Turkish foreign policy and it was obvious from the moment Turkey was declared as a candidate country in 1999 that its membership perspective was linked to the solution of problems in its domestic and foreign relations. In this book, Özlem Terzi examines the influence of the European Union on the making of Turkish foreign policy since it was declared a candidate country.
