Esto es esencial, porque tal como se ilustra y demuestra, "el barrio importa", y más aún en el creciente mundo de bloques económico-comerciales, que a su vez conllevan fuertes implicaciones políticas y culturales.Este recorrido en la busqueda del desarrollo, se enfoca en contribuir con reflexiones para la acción en las principales áreas del mismo, como, en la creación de capacidades humanas, la producción y distribución del bienestar y de las oportunidades, la generación y acceso al conocimiento, y la construcción de integración social y convivencia democrática.Para contribuir a este objetivo, se ha diseñado y construido para este libro, una Medida Global Prospectiva del Desarrollo - MGPD, para superar las limitaciones de otras en uso. Con esta propuesta de innovacion en el campo estadistico, comparto estas páginas de múltiples travesías por el desarrollo, que ven surgir naturalmente su creciente rol como instrumento de navegación para las políticas ante este cambio de época; a su vez especialmente marcado por el compromiso mundial con la Agenda Global para el Desarrollo Sostenible, suscrita por 193 Estados Miembros de las Naciones Unidas.Este examen de crítica constructiva se enfoca en superar la autocomplacencia y las tentaciones ideológicas extremas de cualquier signo. Porque las mismas han enfatizado durante la trayectoria histórica, que los problemas y limitaciones del desarrollo latinoamericano, se originan principalmente "desde afuera", debido a factores condicionantes del "centro desarrollado", derivado de la división internacional del trabajo, de sus respectivos roles y de los beneficios diferenciales.Por el contrario, este trabajo ilustra y demuestra con contundencia analítica y evidencia empírica, que sin minimizar lo anterior, las principales limitaciones están dentro de la propia región, en su idiosincrasia y el funcionamiento de la sociedad y de sus élites, que se excusan con la vía fácil de la culpa externa, en lugar de examinar sus propias deficiencias estructurales y su histórica resistencia al necesario e indispensable cambio, que sin duda conlleva esfuerzo, perseverancia y probidad.Porque como dijera el escritor irlandés Bernard Shaw, "el progreso es imposible sin el cambio, y aquellos que no pueden cambiar sus mentes no pueden cambiar nada."Este es el principal leitmotiv del libro, contribuir a generar conciencia crítica para el cambio de mentalidad, y así superar la mediocridad de los custodios del pasado, y comenzar a construir un futuro de desarrollo, con un bienestar creciente, compartido, integrado, sostenible, en libertad y conv
