This part of the book reviews the state of American airpower biography and autobiography. I have set certain parameters to define the boundaries of my discussion. I discuss biographies and autobiographies, anthologies, and oral histories of military officers who served in senior positions. Thus, although the stories of great aviators like Eddie Rickenbacker, Charles Lindbergh, and Chuck Yeager are important, those men did not command large forces either in combat or in peace; they had only a temporary effect on the development of strategy and doctrine. Similarly excluded are civilian political leaders and industrialists like Stuart Symington and Donald Douglas, even though they played key roles In their own spheres. What follows are the stories, some published, some not of America's greatest military airmen-some told by themselves, others by biographers. The order of presentation is roughly chronological, according to the time during which these men served. The fact that a surprising number of air luminaries do not appear here means that much work remains to be done.

US Air Force Forward Air Controllers (FACs) bridge the gap between air and land power. They operate in the grey area of the battlefield, serving as an aircrew who flies above the battlefield, spots the enemy, and relays targeting information to control close air support attacks by other faster aircraft. When done well, Air Force FACs are the fulcrum for successful employment of air power in support of ground forces. Charles Frederick Algernon Portal was born in Hungerford, England, in 1893. One of seven brothers, Portal developed a fierce competitive streak and a steely determination from an early age. Known by all who knew him as ‘Peter’, Portal enlisted in the Army at the outbreak of the First World War as a dispatch rider, being mentioned in General French’s very first dispatch. Portal’s abilities were quickly recognized, and he gained a commission in short order. A common theme of airpower histories is that the Combined Bomber Offensive was the proving ground for a post-war independent air force. Whether or not the United States Army Air Forces (USAAF) could perform to the hype of its interwar doctrine, Allied commanders based their rival approaches to victory in Europe on their differing views of independent airpower. However, there is an essential, yet overlooked facet to this story: commanders' convictions alone could not hold sway within the War Department, much less at the politically and bureaucratically charged meetings of the Combined Chiefs of Staff. They needed informed targeting plans and objective post-raid reports as well as an air-intelligence enterprise to mature all-too-quickly out of interwar neglect. What they received--and Brian Vlaun explains--was a collision of organizational interests and leadership personalities that shaped Ira Eaker's command of the Eighth Air Force in 1943, the tumultuous air campaign over Germany, and the path of the post-war U.S. Air Force.
