Book Description
The challenge of addressing food security is not simply a matter of ensuring that all people have enough food—or energy (calories)—to live a healthy life. A much more daunting problem is to ensure that poor people have access to nutritious1 and high-quality diets. Typically, poor households subsist on monotonous staple-based diets; they lack access to nutritious foods, such as fruits, vegetables, animal source foods (fish, meat, eggs, and dairy products), or wild foods of high nutrient content. Lack of diversity in the diet is strongly associated with inadequate intake and risks of deficiencies of essential micronutrients (Ruel 2003; Leakey 1999; Arimond et al. 2010). The resulting deficiencies have farreaching health and nutrition consequences, both in the short and the long term. Economic constraints, lack of knowledge and information, and related lack of demand for nutritious foods are critical factors that limit poor populations’ access to such foods.

The Compendium is a product of the Joint Programme on Gender Transformative Approaches for Food Security and Nutrition implemented by FAO, IFAD and WFP and funded by the European Union. The compendium of 15 good practices of gender transformative approaches (GTAs) includes the individual templates of the 15 good practices, provides a synthesis of the main features of the 15 GTAs presenting the core characteristics of 15 GTAs and describing the implementation arrangements, implementation cycle, the potential results of GTAs and their key success factors and challenges. It also includes ideas as to how GTAs could be taken to scale. ‘Rural youth’ is a new focus area within the CGIAR (and in the wider academic literature), yet there are few studies which examine young people’s roles and relationships to trees, forests and agroforests. This background report suggests ways the CGIAR Research Program on Forests, Trees, and Agroforestry (FTA) can involve rural young people into its research and action. This is at a time when academic and government reports note the widening gaps between the aspirations young people have as compared to the realities of the job markets in much of the Global South. For rural and marginal areas, these trends are especially acute as agriculture and forestry sectors decline and many rural young people desire stable, paid employment., suggesting now is a critical time to involve young people into FTA’s research and action. In doing so, the report examines how rural youth are studied from a variety of angles: in contemporary agrarian, youth and development literatures, and examines how young people are studied by five large development agencies; and by some of CGIAR’s Research Programs. In learning from these studies, the report offers four major lessons for FTA. These lessons focus on how to study rural youth and their various contexts, conceptually and methodologically; how to engage local to regional rural development activities; and how to support local to national level partnerships. All of these activities give means and networks of support for rural young people’s development and employment. In sum, the report offers key questions and starting points for engaging with young people in each of FTA’s Flagships, which can not only move the Gender Equality and Social Inclusion Strategy forward, but help study and address the challenges facing rural livelihoods and landscapes now and in the future.

The Government of the United Republic of Tanzania recognizes that sustainable development cannot be achieved without attaining gender equality; hence, gender is mainstreamed in all sectors, including the agriculture sector. This commitment is reflected in the national Constitution, national strategies, plans and policies such as the Tanzania Development Vision 2025, National Five-Year Development Plan 2016/17–2021/22, National Strategy for Growth and Reduction of Poverty (NSGRP I and II), Women and Gender Development Policy of 2000 and the National Agriculture Policy of 2013. The agriculture sector employs nearly 66 percent of the workforce in the United Republic of Tanzania, thereby contributing to bringing the country closer to becoming a middle-income country. However, the sector, like all other sectors, is negatively impacted by the gender inequalities. To address the gender gaps in all sectors, including agriculture, the United Republic of Tanzania established the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) as the national institution to mainstream gender.

The Food and Agriculture Organization of the United Nations (FAO) has been involved in the Emerging Pandemic Threats Programme (EPT-2), funded by the United States Agency for International Development (USAID) since 2014. The programme sets out to minimize the impact of existing global pandemic threats and to detect, respond to and improve the prevention of emerging threats. Implementation of this programme at FAO has been carried out through 20 projects with efforts concentrated in 36 countries in Africa and Asia. It builds upon lessons learned in the first phase of the programme, in which FAO was involved in improving livestock disease surveillance, enhancing capacity of veterinary epidemiologists and laboratories and improving response to the avian influenza. EPT-2 focuses more in-depth on preventative measures to zoonotic novel pathogens thereby reducing the risk of emergence of such diseases. This evaluation aims to trace the contribution of FAO’s interventions to the programme and assess its outcomes at the global, regional, and national levels. EPT-2 has largely achieved its objectives and outputs in terms of technical capacity development and disease strategy, but less so in terms of enabling policy, value chains, and production. In line with FAO’s 2011 One Health Action Plan (FAO, 2011), EPT-2’s technical focus has strengthened traditional partnerships between FAO and technical livestock departments and ministries and built stronger collaborations with health and environment ministries. The next phase of the EPT-2 programme could take advantage of renewed national, regional, and global interest in ensuring that the COVID-19 experience is not repeated. FAO needs to fully utilize its convening power, partnerships, trusted status, and experience of emerging pandemic threats to engage political and business leaders on the need to consolidate and scale up EPT-2-induced gains to improve pandemic preparedness.

The objective of this report is to present results from the baseline survey conducted as part of the Implementer-Led Evaluation and Learning (IMPEL) evaluation of SPIR II, a randomized controlled trial launched in 2022. The second phase of the Strengthen PSNP Institutions and Resilience (SPIR) Resilience Food Security Activity (RFSA) aims to enhance livelihoods, increase resilience to shocks, and improve food security and nutrition for rural households vulnerable to food insecurity in Ethiopia. The RFSA is situated within Ethiopia’s Productive Safety Net Program (PSNP), one of the largest safety net programs in Africa. Funded by USAID’s Bureau for Humanitarian Assistance (BHA), SPIR II is implemented by World Vision International (lead), CARE, and ORDA in the Amhara and Oromia regions of Ethiopia. The IMPEL SPIR II impact evaluation employs an experimental design with three arms, comparing two treatment combinations of livelihood and nutrition graduation model programming provided to PSNP beneficiaries relative to a control group receiving only PSNP transfers. The treatment assignment is randomized at kebele level in 234 kebeles. In the first arm (the control group), PSNP is implemented by the government with SPIR II support for the provision of cash and food transfers only (no supplemental programming). In the second arm, SPIR II programming is rolled out to PSNP beneficiary households in conjunction with nurturing care groups (NCGs) targeting enhanced infant and young child nutritional practices. In the third arm, PSNP beneficiary households receive SPIR II programming and NCGs, supplemented with additional targeted cash grants to pregnant and lactating women.
