An FAO Crop and Food Supply Assessment Mission (CFSAM) visited all main food producing areas in Timor-Leste from 27 April to 9 May 2021 to estimate the 2021 crop production and the import requirements during the 2021/22 marketing year (April/March). The Mission’s aim was to provide an accurate picture of severity and extent of the shocks that affected the agriculture sector in 2021 and identify the country’s main agricultural support needs until the next harvest. In particular, as officially requested by the Ministry of Agriculture and Fisheries (MAF), the CFSAM assessed the impact of the tropical storm and floods as well as FAW and ASF outbreaks on the agriculture sector.

Five years into the ongoing and tragic conflict, the paper analyzes how Syria’s economy and its people have been affected and outlines the challenges in rebuilding the economy. With extreme limitations on information, the findings of the paper are subject to an extraordinary degree of uncertainty. The key messages are: (1) that the devastating civil war has set the country back decades in terms of economic, social and human development. Syria’s GDP today is less than half of what it was before the war started and it could take two decades or more for Syria to return to its pre-conflict GDP levels; and that (2) while reconstructing damaged physical infrastructure will be a monumental task, rebuilding Syria’s human and social capital will be an even greater and lasting challenge.

In this book, the distinguished scholar Hanna Batatu presents a comprehensive analysis of the recent social, economic, and political evolution of Syria's peasantry, the segment of society from which the current holders of political power stem. Batatu focuses mainly on the twentieth century and, in particular, on the Ba`th movement, the structures of power after the military coup d'état of 1963, and the era of îvfiz al-Asad, Syria's first ruler of peasant extraction. Without seeking to prove any single theory about Syrian life, he offers a uniquely rich and detailed account of how power was transferred from one demographic group to another and how that power is maintained today. Batatu begins by examining social differences among Syria's peasants and the evolution of their mode of life and economic circumstances. He then scrutinizes the peasants' forms of consciousness, organization, and behavior in Ottoman and Mandate times and prior to the Ba`thists' rise to power. He explores the rural aspects of Ba`thism and shows that it was not a single force but a plurality of interrelated groups--prominent among them the descendants of the lesser rural notables--with different social goals and mental horizons. The book also provides a perceptive account of President Asad, his personality and conduct, and the characteristics and power structures of his regime. 'The Sunken Billions: The Economic Justification for Fisheries Reform' shows the difference between the potential and actual net economic benefits from marine fisheries is about $50 billion per year, or some $2 trillion over the last three decades. If fish stocks were rebuilt, the current marine catch could be achieved with approximately half the current global fishing effort. This illustrates the massive overcapacity of the global fleet. The excess competition for the limited fish resources results in declining productivity, economic inefficiency, and depressed fisher incomes. The focus on the deteriorating biological health of world fisheries has tended to obscure their equally critical economic health. Achieving sustainable fisheries presents challenges not only of biology and ecology, but also of managing political and economic processes and replacing pernicious incentives with those that foster improved governance and responsible stewardship. Improved governance of marine fisheries could regain a substantial part of this annual economic loss and contribute to economic growth. Fisheries governance reform is a long-term process requiring political will and consensus vision, built through broad stakeholder dialogue. Reforms will require investment in good governance, including strengthening marine tenure systems and reducing illegal fishing and harmful subsidies. Realizing the potential economic benefits of fisheries means reducing fishing effort and capacity. To offset the associated social adjustment costs, successful reforms should provide for social safety nets and alternative economic opportunities for affected communities.
