GAO was requested to evaluate the progress of the Army's Advanced Field Artillery Tactical Data System (AFATDS) program and the Army's plan for adopting components of the Marine Integrated Fire and Air Support System (MIFASS) for use in the AFATDS program. The Army has decided to modularly improve the existing Tactical Fire Direction System to provide for a future field artillery command and control system. Although this approach, in the opinion of GAO, is the proper choice in terms of operational suitability and timeliness, the Army needs to establish a sound basis to ensure that the most cost-effective system is being acquired to meet user needs. The Army's plans provide for ample equipment competition. However, software will be developed in-house. MIFASS was rejected as a follow-on system candidate, but a reconfigured MIFASS architecture or components may be usable in AFATDS.

The Army's Advanced Field Artillery Tactical Data System (AFATDS) is an integrated battlefield management and decision support system. The system is one of five battlefield automation systems of the Army Tactical Command and Control System. The AFATDS utilizes evolving commercial computer technology from the Army Tactical Command and Control System hardware and software procurement. The AFATDS Program has three versions of software, of which Version 1 is scheduled for a Milestone III, Production Approval, decision in December 1994 to approve entry into the production and deployment phase of the acquisition process. The overall audit objective was to evaluate the effectiveness of the milestone review process for Component-managed acquisition programs. The AFATDS was one program selected as part of the overall audit. We are reporting our finding and recommendations separately because management needs to take prompt corrective action. This audit assessed the adequacy of the information provided to DoD Component milestone decision authorities in support of major milestone and program reviews and evaluated internal controls related to the objective.

The U.S. Army lacks a single automated fire support system. The goal of Army's ongoing project of Advanced Field Artillery Tactical Data System (AFATDS) is to integrate all of its fire power under a single automated system to provide an efficient fire support in the battlefield. AFATDS is being implemented using the language ADA for battalion and above level. The problem for this research is to implement AFATDS for battalion (just for technical fire direction) level and below. In addition, we want to add a Graphical User Interface (GUI), use modern software engineering principles and add multitasking. The approach taken was to apply object-oriented paradigm for the design and development of the battery level of AFATDS using Microsoft Windows' operating environment which provides (non-preemptive) multitasking and a GUI, and Borland C++ as the development tool. The results are as follows: The battery level software of AFATDS is implemented. The GUI provided a better interface which facilitates easier training Ref. 17. Multitasking allowed multiple firing missions to execute concurrently which was not possible with BCS. Object- oriented features of Borland C++ provided 60% improvement for GUI development than traditional programming languages.

We performed this audit in response to an allegation made to the DoD Hotline that the Army Operational Test and Evaluation Command (OPTEC) did not inform the Army Systems Acquisition Review Council (ASARC) that the Advanced Field Artillery Tactical Data System (AFATDS) did not meet its user requirements during initial operational test and evaluation (IOT&E). Specifically, the complainant alleged that the test and evaluation report showed that AFATDS met 100 percent of the critical operational issues and criteria when only 50 percent of the critical operational issues and criteria were met during the IOT&E.

In response to a congressional request, GAO reviewed issues associated with selected Army fire support command and control (C2) systems. GAO noted that the Army began developing Advanced Field Artillery Tactical Data Systems (AFATDS) for both light and heavy divisions because its Tactical Fire Direction System was becoming obsolete. GAO found that: (1) the AFATDS program encountered problems that will delay deployment to light divisions by 3 years and to heavy divisions by 5 years; (2) the contractor and the Army took actions to reduce the risk of further program delays; (3) the Light Field Artillery Tactical Data System (LFATDS) met design requirements in the initial operational test and evaluation and was accepted as a combat-ready system; (4) although LFATDS does not meet some recently identified critical requirements, it meets more of these requirements than the AFATDS Concept Evaluation Phase (CEP) version and could meet as many as the AFATDS version the Army expects to field in fiscal year (FY) 1992; and (5) although the Army plans to use the Fire Support Team Digital Message Device to upgrade light division fire support C2 capabilities, the system does not meet any critical effectiveness requirements. GAO also found that the Army: (1) does not plan to use $25.5 million in FY 1986 funds Congress earmarked to upgrade light division near-term fire support C2 capabilities; and (2) is complying with the funding limit on the AFATDS CEP contract. GAO noted that, due to delays in AFATDS development, Congress may wish to consider reducing the Army's FY 1988 research, development, test and evaluation and procurement appropriations request by $29.2 million and $77.7 million, respectively.
