Food systems are changing rapidly in low- and middle-income countries. These countries seek food-based solutions for better nutrition and health of all people while addressing challenges of sustainability, inequity, and malnutrition. The CGIAR Research Program on Agriculture for Nutrition and Health (A4NH) works to develop evidence to support policies and actions for healthier food systems. A4NH is a consortium of seven managing partners, led by the International Food Policy Research Institute (IFPRI). In 2020, PIM findings contributed to seed policies in Nepal and Uganda, Malawi’s extension strategy and approval of insect-resistant cotton, a nationwide program aimed at improving the effectiveness of public service delivery in Uganda, social protection programs in Egypt, and school gardens for better nutrition in Papua New Guinea. At the global level, PIM research was used to shape strategic decisions of organizations such as the Bill & Melinda Gates Foundation, GIZ, the Inter-American Development Bank, the UK Government's Foreign, Commonwealth & Development Office, the World Bank and the World Health Organization. PIM tools were incorporated in universities’ curricula in India and South Africa. Examples of PIM innovations scaled up by partners in 2020 are private sector seed marketing in Ethiopia, picture-based insurance in Ethiopia, India and Kenya, and tools for inclusive governance of natural resources in India and Peru.

This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Transformative changes are needed in developing countries with international cooperation to achieve better outcomes. In its fourth year, the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH) has many accomplishments to be proud of and much to look forward to. By the end of 2015, biofortified staple foods had reached approximately 15 million people. The aflasafe™ approach for controlling aflatoxins was registered in Kenya, Nigeria, and Senegal, with country investments secured to scale it up. The successful Together for Nutrition initiative expanded from India to Ethiopia, bringing together a range of nutrition stakeholders. The Global Nutrition Report (GNR) 2015 was released alongside the launch of the Sustainable Development Goals, building off the success of GNR 2014 to guide nutrition action. Our research portfolio is expanding to include food systems and we are exploring new collaborations with public health partners. Our country and regional engagement contributes to agricultural programs and policies that can better achieve nutrition and health impacts. We also hear loud and clear from the development community that achieving these outcomes is a priority, and that doing so at scale requires making agriculture and other sectors more nutrition and health-sensitive.

Food systems are at a critical juncture—they are evolving quickly to meet growing and changing demand but are not serving everyone’s needs. Building more inclusive food systems can bring a wide range of economic and development benefits to all people, especially the poor and disadvantaged.
