Teachers are the most important school-related factor for student achievement gains, but evaluation of teacher performance is seldom conducted in any rigorous way. As policymakers call for a better approach to teacher evaluation, the 10-year history of TAP[TM]: The System for Teacher and Student Advancement provides an example of an integrated system for teacher evaluation and support. TAP teachers are evaluated every year through multiple classroom observations by trained and certified raters and through their contributions to student achievement growth. Based on data from TAP schools, research shows that: (1) TAP teacher evaluations provide differentiated feedback on teacher performance; (2) TAP classroom evaluations are aligned with value-added student achievement outcomes; (3) TAP teachers become more effective over time; and (4) TAP schools show higher retention of more effective teachers, and higher turnover of less effective teachers. Creating the capacity for evaluation and evaluation-guided improvement in schools requires the right tools as well as the sustained engagement of teachers and leaders. The example of TAP implies that teacher evaluation should not be pursued as a one-time, one-size-fits-all policy prescription, but should be integrated within a comprehensive, site-based system with specific practical elements to support teachers and improve teaching and learning in the classroom. Status quo approaches to teacher evaluation have recently come under increasing criticism. They typically assign most teachers the highest available score, provide minimal feedback for improvement, and have little connection with student achievement growth and the quality of instruction that leads to higher student growth. A more comprehensive approach has been demonstrated for ten years by TAP[TM]: The System for Teacher and Student Advancement. This system includes both classroom observations and student achievement growth measures, provides feedback to teachers for improvement, is aligned to professional development and mentoring support, and provides metrics for performance-based compensation. This paper describes the TAP system, and examines data from a large sample of teachers to assess the distribution of TAP evaluations and their alignment to student achievement growth. We find that TAP evaluations provide differentiated feedback, that classroom observational scores are positively and significantly correlated with student achievement growth, that TAP teachers increase in observed skill levels over time, and that TAP schools show differential retention of effective teachers based on these evaluation scores. The No Child Left Behind emphasis on teacher quality and its relationship to student achievement has made teacher evaluation an area of increased concern for today's high school principal. Numerous problems associated with the evaluation of teachers have been cited in the literature, including lack of agreement on what constitutes good teaching, an emphasis on accountability rather than improved performance, limited feedback, and low benefit to teachers as a means for improving instruction. In response, efforts have been made to better understand the characteristics of effective teacher evaluation systems and improve current practice. A recent review of the literature on teacher evaluation (Bradshaw & Joyner, 2002) identified criteria that can be used to develop more effective evaluation systems. These criteria included things like linking evaluation to school goals, gathering and using data on teacher performance, establishing feedback mechanisms, and including ways to meaningfully involve teachers in the process. Efforts to improve the technical quality of evaluation systems over the past two decades have not produced evidence of improved teaching and increased student achievement. Thus, newer thinking treats teacher evaluation as an organizational problem that includes improving school climate, having the principal become an instructional leader, and building links between school improvement, professional development, teacher evaluation and student learning. In a very short period during the spring and summer of 2012, researchers at the University of Chicago Consortium on Chicago School Research (ccsr) and the Illinois Education Research Council (ierc) collected data from respondents in five districts across Illinois to examine how school districts in the state approach designing and implementing new teacher evaluation systems. Drawing on research in these districts, which are located in north, central, and southern Illinois, this report describes the challenges experienced across the districts. In addition, the authors present strategies the districts used to address these challenges as they occurred and their reflections on lessons learned: (1) Cultivating Buy-In and Understanding; (2) Using Evaluations for Instructional Improvement; (3) Reducing the Burden on Principals; and (4) Incorporating Student Growth into Teacher Evaluation Systems. For all that has been accomplished by these case study districts, teacher evaluation, in all cases, remains a work in progress. Many in their interview sample described ongoing issues and some complicated problems. The report synthesizes these issues and raises some key questions for districts to consider around three common themes: teacher and principal support, communication, and buy-in; ensuring that ratings are accurate and consistent; and developing high-quality student assessments.
