The purpose of this study was to investigate the degree to which systematic phonics instruction affects the reading fluency rates of second grade students. The Qualitative Reading Inventory-4 was used to assess the word recognition and reading fluency rates of second grade students in two different educational settings. One school used a separate and systematic phonics program while the second school used a workbook to supplement embedded phonics within the basal. Results from t-tests indicated that neither program produced significantly higher scores on reading fluency and work recognition skills than the other. It was concluded that the use of a separate, systematic and expensive phonics program is not necessary to generate high reading fluency rates.
