Small drinking-water supplies commonly experience operational, managerial, technical and resourcing challenges that impact their ability to deliver safe and reliable services. The needs and opportunities associated with these supplies therefore warrant explicit consideration in policies and regulations. These Guidelines, specifically tailored to small water supplies, build on over 60 years of guidance by the World Health Organization (WHO) on drinking-water quality and safety. They focus on establishing drinking-water quality regulations and standards that are health based and context appropriate; on proactively managing risks through water safety planning and sanitary inspections; and on carrying out independent surveillance. The guidance is intended primarily for decision-makers at national and subnational levels with responsibility for developing regulatory frameworks and support programmes related to these activities. Other stakeholders involved in water service provision will also benefit from the guidance in this document. Designed to be practical and accessible, these Guidelines offer clear guidance that is rooted in the principle of progressive improvement. State-of-the-art recommendations and implementation guidance are provided, drawn from a comprehensive evidence review and established good practices. Additionally, case examples are provided from countries and areas around the world to demonstrate how the guidance in this publication has been implemented in practice in a wide variety of contexts. Together with WHO’s 2024 Sanitary inspection packages – a supporting tool for the Guidelines for drinking-water quality: small water supplies, these Guidelines update and supersede WHO’s 1997 Guidelines for drinking-water quality. Volume 3: surveillance and control of community supplies. Key changes to this updated publication include a greater focus on preventive risk management and a broader range of small water supplies covered, including those managed by households, communities and professional entities.

This discussion paper supplements the 2018 World Bank Global Study on Aligning Institutions and Incentives for Sustainable Water Supply and Sanitation (WSS), which promotes holistic approaches in shaping policies, institutions, and regulation. The paper examines how lower-, lower-middle-, and middle-income countries (LMICs) could implement more effective regulation to deliver sustainable WSS outcomes by considering political, legal, and institutional realities. Rather than importing "best practice" models, experience has emphasized the importance of developing "best fit" regulatory frameworks aligned with policy and institutional frameworks of LMICs. To this end, this discussion paper provides an overview of three regulatory aspects-objectives, forms, and functions-to support practitioners as they consider their own regulatory reform options. It discusses the objectives of water sector regulation in LMICs, types of regulatory arrangements and structures that are being used in LMICs, and instruments and methods that regulators in LMICs use to implement their mandated functions and ends with suggestions on where the WSS community goes from here to better understand the preconditions for effective regulation. This paper does not offer definitive conclusions but rather provides suggestions on the way forward through a phased approach to regulatory reform. Importantly, it sheds light on issues that warrant further investigation to determine the future of WSS regulation in LMICs.

The third edition of the WHO Guidelines for the Safe Use of Wastewater, Excreta and Greywater has been extensively updated to take account of new scientific evidence and contemporary approaches to risk management. The revised Guidelines reflect a strong focus on disease prevention and public health principles. This new edition responds to a growing demand from WHO Member States for guidance on the safe use of wastewater, excreta, and greywater in agriculture and aquaculture. The new 2030 Agenda for Sustainable Development includes water, sanitation, and hygiene (WASH) at its core. A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period. In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions. Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals.

As the World Bank and partners aim to support governments in the Middle East and North Africa address the challenges that confront the water and sanitation sector, the development of an effective regulatory framework is seen as increasingly salient. In order to have impact in this space, some basic information is needed. The objective of this study is to collect information through a regulatory lens and present it to serve as part of the foundation for sector reviews and operations. It is not the objective of this study to analyze or critique the performance of water and sanitation services or the effectiveness of regulation in each country or to make recommendations. Thus the approach is positive rather than normative. The report is part of a wider World Bank initiative to provide government officials and other stakeholders including civil society, service providers, potential financiers, and development practitioners with the resources to better understand current conditions and consider approaches to policies, institutions and regulation that can best incentivize the delivery of sustainable services. The report discusses the different approaches in implementing regulatory functions specific to economic regulation and highlights aspects of the operating environment particular to each country context including sector institutional roles and responsibilities, tariff formulation processes, private sector participation and public-private partnerships, and the role of citizen engagement in sector regulation. This desk study is a first step intended to provide some basic information on selected countries that will serve as a foundation for determining where further support in the area of regulatory reform might be best concentrated. The authors review the status of regulatory institutions and practices in five MENA countries which were chosen to include different historic and legal frameworks and fragile/conflict states as well as those that are attempting broader sector reform.
