This document contains the report of the regional training workshop on the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), fisheries, and legal acquisition findings (LAFs) for 13 Latin American and Caribbean countries, jointly organized by the Development Law Service of the FAO Legal Office and the CITES Secretariat, in collaboration with the FAO Offices for Ecuador and Latin America and the Caribbean. [Author] The four-day programme included presentations on CITES key principles and requirements and their applicability in the fisheries sector; clarifications on commercially exploited aquatic species listed in CITES Appendix II, opportunities for collaboration between CITES and fisheries authorities, correlations between CITES and fisheries management; introduction on how to use the FAO-CITES Legal Study and Guide; the relevance to CITES of the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, Catch Documentation Scheme, and associated technical guidelines. This report contains a record of the proceedings and recommendations of the workshop. It was attended by twenty-one participants from ten Caribbean countries, as well as FAO officers. Possible positive impacts of globalization identified at the workshop include: improved access to overseas markets; increase in intraregional trade; access to technological improvements; increased demand for fish products through further development of tourism; increase in the contribution of the fisheries sector to foreign currency earnings and to gross domestic product. Possible negative impacts were foreseen in terms of: higher prices of exportable fish products in domestic markets; increased pressure on fully or overexploited fish stocks; erosion of decision-making at various levels in the absence of adequate reforms in governance; difficulties on the part of small countries in meeting scales of production needed to compete in a global environment. The main outcome of the workshop is the formulation of a Caribbean Fisheries Agenda on Globalization (CFAG), which is aimed to aid Caribbean countries prepare for the challenges of globalization.

The objectives of the workshop were to promote standardized use of nomenclature and terminology in the description and categorization of aquatic genetic resources (AqGR), especially below the level of species (i.e. farmed types), to identify priority regional stakeholders who would benefit from and could contribute to an information system, such as the Registry, to evaluate the key elements of the prototype Registry using regionally relevant species and their farmed types, and to review the strategic priorities and propose concrete activities under each of the four Priority Areas of the GPA. The workshop sessions were attended by National Focal Points for Aquatic Genetic Resources from the Near East, officials from ministries and research institutions. Participants identified government resource managers, academia and researchers as the principal stakeholders and beneficiaries of the Registry.

FAO is custodian agency for several SDG indicators, including SDG target 14.b that aims to “Provide access for small-scale artisanal fishers to marine resources and markets”. The related indicator is SDG Indicator 14.b.1, “Progress by countries in adopting and implementing a legal/regulatory/policy/institutional framework which recognizes and protects access rights for small-scale fisheries”. The 32nd Session of the Committee on Fisheries (COFI) agreed that the data submitted as a result of the Code of Conduct for Responsible Fisheries (CCRF) survey could be applied by member states as a means to report on the SDG indicators. For SDG Indicator 14.b.1, specifically, variables were selected from three of the five CCRF survey questions relating to small-scale fisheries.
