As the primary source of officers for the Navy and Marine Corps team, the Naval Academy's reputation is marked by the quality of its graduates. At the United States Naval Academy, the Color Company Competition annually honors the highest performing company within the Brigade of Midshipmen. This competition includes measures of academic, athletic and professional measures of performance. Using data obtained through the Institutional Research Department, the Physical Education Department, as well as the Activities and Operations Offices, this study examines the validity of the current performance measurement tool at the Academy. Through the use of linear regression models, this study found that the current procedures do meet the intent of published guidance but that those procedures require revision and updating. Conclusions and recommendations for future improvement are provided at the completion of the study. Included as a recommendation is a proposed program combining both the Color Company Competition and the Company Incentive Program. This program and other initiatives are intended to intensify the Naval Academy's focus on fostering esprit de corps and improving the development of midshipmen.

This thesis provides data on the perceptions of the role of the Company Officer at the United States Naval Academy (USNA) according to the perspectives of Senior Officers, Battalion Officers, Company Officers and Senior Enlisted Leaders. The author interviewed and surveyed 59 members of the chain- of-command using four interview questions and a trait questionnaire to address several research questions: the purpose of the role of the Company Officer; critical traits needed to perform the job; examples of effective Company Officer behavior; and skills learned by Company Officers. By comparing the interview and questionnaire responses the author determined that significant congruency exists throughout the chain-of-command. Study participants believe Company Officers are essential in developing midshipmen. Company Officers need to be honest, role models, mentors, approachable, loyal, respected and consistent to be effective. By being involved in company activities and spending time with midshipmen Company Officers are best able to be effective. While fulfilling the role Company Officers learn leadership, personnel management and self-awareness. There are two divergent perspectives in the chain-of-command: (1) a minority of Senior Enlisted Leaders believe there are some low-quality officers serving as Company Officers, and (2) a minority of Company Officers feel they are not being professionally developed by their Battalion Officers. Each of the findings are discussed in detail, and quotations from interview are provided to give the reader deeper insight. The author's conclusion is that there is significant congruency throughout the chain-of-command but there are small changes that need to be made to create a more effective and efficient leadership team.

Company officers at the United States Naval Academy are responsible for the leadership development of midshipmen. To attract higher quality officers to serve as company officers for the Brigade of Midshipmen and to provide officers with an opportunity for an advanced degree, the Leadership Education and Development (LEAD) Program was established in 1997. This program allows Navy and Marine Corps officers to receive a Master of Science in Leadership and Human Resource Development from the Naval Postgraduate School. After the first year, the program graduates serve two years as company officers and work closely with the midshipmen of the brigade. This research uses data obtained from semi- structured interviews and self-administered questionnaires of 27 LEAD program graduates. It focuses on the perceptions of graduates concerning the perceived strengths and weaknesses of the program, and makes recommendations for change and improvement. This research adds to the body of knowledge and recommendations that exist and serves as a five-year retrospective on the perceptions of the effectiveness of the program and whether or not the program is perceived to be meeting its goals.

This thesis examines the relationship between pre-commissioning and post-commissioning characteristics and junior surface naval officer performance, retention, and promotion. The study uses data from the Officer Promotion History Files, (1981-1995). Data on 7,038 officers entering the Navy from 1976 to 1986 are analyzed. Results indicate that Naval Academy graduates, business majors, officers with CRUDES experience, and non-minority officers are more likely to achieve Surface Warfare qualification and receive top fitness report scores. NESEP and NROTC graduates, math majors, officers with CRUDES experience and top fitness reports, and minorities officers are more likely to stay in the Navy to the O4 promotion board. Academy graduates, engineering majors, officers with CRUDES experience, and officers with top fitness reports are more likely to promote to Lieutenant Commander. No significant difference is observed between minority and non-minority O4 promotion probabilities after pre-commissioning and post-commissioning factors are controlled. However, the effects of CRUDES experience, warfare qualification, and fitness report scores may lead to indirect effects which lead to observed performance and promotion rate differences between race/ethnic groups.
