The Northern Great Plains is used as a case study. Scenic analysis and identification of criteria extend earlier work. The inventory is based on (1) study of previously developed landscape analysis methods and their terminology; (2) examination of high altitude imagery and topographic maps as sources of visual information; and (3) field observations in the Northern Great Plains. Criteria include visual characteristics and patterns of land forms, vegetation cover, water, and land use.

The application of computer based, spatial information technology (GIS) to management of transportation facilities is becoming increasingly important. This project was for the development of a spatially referenced system for management of roadside landscape and irrigation development in Arizona. Texas Transportation Institute, Environmental Management Program with the Arizona Department of Transportation's (ADOT's) assistance completed the research activities associated with the identification of needs, an assessment of the ADOT's computing environment, conceptual design of the management system, evaluation of hardware and software, the pilot demonstration and subsequent trial implementation activities. The research focused on the development of a "paperless" management system where the integration of technologies is the key to an effective system. The project consisted of the development of a spatially referenced mapping system for highway landscape and irrigation inventory, integration of intelligent maps into handheld data collection devices, collection of information into handheld devices, and incorporation of these new technologies into existing data management systems. Upon completion of the trial implementation period the evaluations suggest that the system, because of its limited focus and high degree of complexity is probably not cost effective. This judgement is based on the fact that this system is a highly specialized system serving a very small segment of the overall maintenance mission of the ADOT. To be efficient and cost effective, a wider range of maintenance activities would have to be integrated into a single system framework. In the final analysis, the research successfully established a conceptual framework around which a new maintenance management system can evolve.

The use of geograhic information system based management tools is a widely discussed topic in all areas of highway transportation. In 1992, the Arizona Department of Transportation completed work on a new generation of landscape management systems called PIMa (Plant Inventory and Management). This system utilizes a unique combination of computer-based technologies to plan and track all lanscape and irrigation maintenance activities on the highly landscaped freeway system in the greater Phoenix area. the system is paperless in that all work scheduling, field reporting and accounting operations are accomplished in and electronic environment. PIMa utilizes a pen sensitive screen device to communicate work assignments and for all field information reporting. In addition to the basic information communication, the device also has graphic capabilities which have been utilized to provide maps of the lanscape development and irrigation system. This information is all contained in a device about the size of a clipboard. the operational framework of the system is the GIS environment which formats, stores, processes and prepares a variety of management reports. The GIS system allows production of standard reports along with the unique ability to produce output in map form. This allows managers to see proble areas and take remedial actions as needed. This presentation will be of particular interest to roadside managers thinking of adopting a GIS base for roadside activities. For the covering abstract of this conference, see IRRD number 863140.
