On 16 May 2006, the European Commission concluded that Slovenia has achieved a high degree of sustainable economic convergence with the other Member States and that it fulfils the necessary conditions to adopt the euro. On the basis of its Convergence Report, the Commission is proposing to the Council that Slovenia adopts the euro on 1 January 2007. The final decision will be taken by EU finance ministers in July, after consultation of the European Parliament, and following a discussion by the Heads of State or Government at their summit in June. In its so-called Convergence Report, the Commission assesses whether Slovenia has achieved a high degree of sustainable convergence, measured against the criteria set out in Article 121(1) regarding the government budgetary position, price stability, exchange rate stability and convergence of long-term interest rates. Compatibility of the legal framework with the Treaty is also examined. The ECB also issued a Convergence Report on the same day as envisaged by the Treaty. "On 5 December 2006, the Commission adopted the Convergence Report 2006, which re-assessed the conditions for adopting the euro in the Czech Republic, Estonia, Cyprus, Latvia, Hungary, Malta, Poland, Slovakia and Sweden. Such an assessment is required by the EC Treaty at least once every two years, or at the request of a Member State 'with a derogation', and has to be carried out by both the Commission and the European Central Bank. The ECB published its own report on the same day. This Convergence Report is the second "regular" report since the enlargement of the EU to 10 new Member States in May 2004. The first was adopted in October 2004, when none of the ten countries, nor Sweden, the other EU country 'with a derogation', met all the conditions, also known as the 'Maastricht criteria'. A specific convergence report, drawn up by the Commission in May 2006 in response to a request by Slovenia and Lithuania, concluded that Slovenia met all the conditions and could adopt the euro on 1 January 2007, while Lithuania retained its present status. The Council endorsed the Commission's assessments in July 2006. The 2006 Convergence Report shows that the nine countries assessed are making progress towards convergence, though at different paces. To be able to adopt the euro, a country must achieve a high degree of sustainable convergence regarding price stability, the budgetary position, exchange-rate stability and long-term interest rates, as well as ensuring that national legislation is compatible with the rules of the Treaty and the Statutes of the European System of Central Banks (ESCB) and the ECB."--Provided by publisher.

The European Union’s (EU) membership conditionality has been perceived as a highly effective means of influence on non-member states in the run-up to the 2004 and 2007 enlargements. According to the incentive-based explanation that dominates the literature, conditionality has been particularly effective when the EU offered a credible membership incentive and when governments did not consider the domestic costs of compliance threatening to their hold on power. This volume challenges much of the existing work on EU enlargement and postcommunist transition, however, by testing the conditionality thesis in the post-accession setting. Whereas a conditionality hypothesis would predict deteriorating compliance among the newest member states, several contributions here actually find the opposite. Enduring compliance among postcommunist states with the acquis, as well as with less formally institutionalized EU preferences for economic liberalization and minority protection, calls into question the role that conditionality plays in eliciting conformity. Simultaneously, support for the conditionality hypothesis in areas such as political party development and EU relations with Turkey and the western Balkans suggests conditionality’s effects vary across countries and issues. As the first study to systematically examine the relationship between international institutions and postcommunist states after enlargement, this volume provides new insights into how external actors exercise their power in domestic politics. This book was published as a special issue of the Journal of European Public Policy.
