Book Description
This is the final report of a Prince Edward Island commission that consulted on & considered the province's electoral system and the accompanying statute & regulations. Work of the commission included research on major electoral systems found around the world, review of previous commissions on electoral reform, public meetings, and receipt of submissions from interested parties. After an introduction on the Commission & its work, the report provides a historical review of the development & growth of the Prince Edward Island electoral system. Chapter 3 describes the province's current electoral system, commonly known as "first past the post," and notes the advantages of & problems with this system. Chapter 4 reviews the world's major electoral systems in three categories: plurality/majority, proportional representation, and semi-proportional. Subsequent chapters discuss the role of section 3 of the Canadian Charter of Rights & Freedoms in electoral reform; the statutes & associated regulations respecting elections to the provincial Legislative Assembly; the impact of electoral district boundary changes on rural communities due to population shifts; electoral reform initiatives in other provinces; and the potential for adopting some form of proportional representation as an alternative to the current electoral system. The final section makes recommendations for further directions toward electoral reform.
