Heritage became a target during the Yugoslav Wars as part of ethnic cleansing and urbicide. Out of the ashes of war, pasts were remodelled, places took on new layers of meaning, and a wave of new memorialization took hold. Three decades since the fall of Vukovar and the end of the siege of Sarajevo, and more than a decade since Kosovo’s Declaration of Independence, conflict has shifted from armed confrontations to battles about the past. The former Yugoslavia has been described on the one hand as a bastion of plurality and multiculturalism, and on the other, as a territory of antagonism and radical nationalisms, echoing imaginaries and narratives relevant to Europe as a whole. With Croatia having entered the EU in 2013 and the continuous political contestation in the region, wounds in the memory fabric of the former Yugoslavia have once more come to the world’s attention. Thus, there is the question what will happen when the former republics are ‘reunited’ once more under the EU umbrella, itself beset by increasing populisms, nationalisms, and the looming prospects of territorial fragmentation. This collection scrutinizes the role of heritage in ‘conflict-time’, inquires what role the past might have in creating new identities at the local, regional, national, and supra-national levels, and investigates the dynamics of heritage as a process.

Described as ‘cultural crossroads’ or ‘mosaic’, ‘powder keg’, ‘border’, ‘bridge’ or Europe’s ‘Other’, the region comprising former Yugoslavia has, over time, conjured up ambiguous imaginaries associated with political unrest, national contest and ethnic divide. Since the disintegration of Yugoslavia and the succeeding Yugoslav Wars of the 1990s, both the geography and historiography of the region have been thoroughly reconfigured, which has impacted the ways in which heritage is interpreted and used at local, regional and national levels. In this ongoing process of heritage (re)interpretation, tourism is more than just a ‘dark’ spectacle. While it can be seen as a catalyst through which to filter or normalise dissonant memories, it can also be utilised as a powerful ideological tool which enables the narrative reinvention of contested traditions and divisive myths. Drawing on case studies from Bosnia-Herzegovina, Croatia and Kosovo, this volume generates new and fascinating insights into the contested terrain of heritage tourism in former Yugoslavia. It explores the manifold ways in which tourism stakeholders engage with, capitalise on, and make sense of sites and events marked by conflict and trauma. As a child, architect Arna Mačkic experienced firsthand the Bosnian civil war, and with her family she fled her native country for the Netherlands. In 1999, she was able to visit bosnia and the city of Mostar again for the first time to witness the utter devastation--the war had left seventy percent of the buildings destroyed. This book analyzes how Second World War heritage is being reframed in the memorial museums of the post-socialist, post-conflict states of Croatia, Bosnia and Herzegovina, and Serbia. It argues that in all three countries, a reluctance to confront undesirable parts of their national histories is the root cause explaining why the state-funded Second World War memorial museums remain stuck in the postsocialist transition. In most cases, Second World War museums, exhibitions, and displays conceived in the Yugoslav period have been left unchanged. However, there are also examples where new sections were added to the old ones and there are a small number of completely reconceptualized permanent exhibitions. The transitional position of the Second World War museums has made it possible to view these institutions as historical formations in their own right. The book will appeal to students and academics working in the fields of heritage and museums studies, memory studies, and cultural history of Southeast-Europe.

This book seeks to enhance the cultural dimension of sustainable development and particularly focuses on minor historic centers and their natural and rural landscapes. In a society becoming ever more globalized, without territorial restrictions in the production of goods and able to reproduce in China the goods and product characteristic of South American crafts (to mention just two extremes), the only element that can still be contextualized is heritage identity: the result of close integration between cultural assets, intangible assets and settled communities. Thus, heritage identity is one of the few elements, together with natural resources, which has the potential for economic development that is still firmly rooted in places and local populations. These towns are often the centerpiece of urban landscapes and geographical areas with original features, not always but often as individual places within networks of minor historical centers linked by shared history, traditions and/or natural elements (rivers, forests, river systems or other natural elements). They are outside the major tourist networks, even if now there is a budding interest in the touristic exploitation of these environments. So, they are the right places to pursue a sustainable and local development with a cultural perspective. This book is a product of the VIVA_EASTPART project (Valorisation and Improving of management of Small Historic Centres in the eastern PARTnership region), under the EU-funded “ENPI Eastern Partnership” program. It complements the more practically-focused work that is in production from this group, more focused on empirical approaches to the development of minor historic centers of the nations involved. Though the book has been influenced by this research and working experience, the authors are solely responsible for the content and opinions presented.
