The Investment guidelines for youth in agrifood systems in Africa, developed jointly by FAO and the African Union Commission (AUC) through a multi-stakeholder and participatory process, highlight the importance of youth as change agents and key stakeholders contributing to sustainable agrifood systems. Agrifood systems in the Near East and North Africa are characterized by increasingly degraded natural resources and vulnerability to climate change, rapid population growth and protracted crises. In addition, the region has been affected by conflict that has further exposed the fragilities and worsened the challenges already faced by communities. Conflict negatively affects the poverty rate, the economic capacity and functioning of agrifood value chains and people’s ability to produce, distribute and access food. In volatile operating environments, resources, government spending and private investment are frequently diverted or reduced, with lasting impact on agri-food value chains and consequently nutrition and food security. Uncertainties inherent to these contexts can further undermine the relevance, efficiency and effectiveness of agri-food value chain development interventions, programmes and projects.Investigating the connection between sustainable, resilient agrifood value chain development and the unique characteristics of the highly volatile situations in which they are operating, these practitioner guidelines propose a four-step approach for selection, analysis and design of agrifood value chains in conflict prone and conflict affected contexts. The approach aims to strengthen the resilience of agri-food value chains through systems-based solutions, adopting a context-sensitive programming approach and ensuring an adaptive programming effort through a Monitoring, Evaluation, Accountability and Learning (MEAL) framework, to facilitate testing and scaling-up.

Lead firms, development organisations, donors and governments view value chains and voluntary standards as vital instruments for achieving millennium development goals through trade and market-related interventions. The precise foundations for these development strategies, which suggest positive development outcomes from integration of poor actors into value chains, are as yet underdeveloped. The interdisciplinary work in this volume shows how trade is managed and asks theory-driven questions about how value chains relate to locally-rooted development processes. Policy makers and development practitioners are increasingly using value chain analysis to frame pro-poor development interventions. This book offers multiple conceptualizations of development outcomes of inclusion of small producers, firms and workers in value chains. Processes of inclusion at different scales are unpacked in order to identify the terms of participation of small producers, firms and workers. As value chains are embedded, the book further argues that inclusion can be conceptualized as the degree of alignment between value chain logics and the institutions and capacities in the local business system. The combination of inclusive governance and endogenous development informs a grounded debate on roles of development-oriented partnerships. Chapters in this volume draw on multiple strands of economics, sociology, political science, geography and management studies; and for empirical grounding engage in comparative analysis of cases from Latin America, SubSaharan Africa and East and South East Asia. Additionally, the report assesses specific youth employment opportunities and challenges in different sectors of the bioeconomy and provides a specific set of recommendations to support youth participation in the bioeconomy. Finally, the report provides generic recommendations for better youth inclusion and support in the bioeconomy. Overall, the report concludes that the bioeconomy offers considerable opportunities and is attractive to youth, but more needs to be done to support youth entrepreneurship and employment in the sector.
