Its scope is wide and its character general, while nearly all other publications of the Department are limited in scope and special in character. In the Yearbook the aim is to bring together and present in brief popular style the best information available on agriculture and subjects related thereto. The general plan underlying the preparation of the Yearbook con templates: (1) A general review of the work of the Department and the progress of agriculture during the preceding fiscal year, this fea ture consisting of the Annual Report of the Secretary; (2) a series of papers on carefully selected subjects prepared by competent scientists and experts employed in all the main branches of the Department; (3) an Appendix setting forth the organization of the Department, up - to-date information concerning the State experiment stations and agricultural colleges, State officials for agriculture, and all the princi pal societies and associations for the promotion of agricultural interests, a review of events and progress along several important lines em braced in the sphere of departmental activity and observation, and agricultural statistics covering a wide range. The plan outlined above was strictly adhered to in the preparation of the present volume. The report of the Secretary, occupying 186 pages, is somewhat longer than usual, owing in part to the rapid growth of the Department and the extension of its activities and in part to a brief review of progress during the past twelve years. There are twenty-three popular papers, occupying 304 pages. Some of these describe agricultural conditions and manufacturing processes involved in the working up of agricultural products; others are distinctly practical, outlining the means and methods to be employed in agricultural production; still others give first reports on Departmental investigations, which are of special interest to investi gators and scientific students. Excerpt from Yearbook of the United States Department of Agriculture, 1903 The tendency of the Yearbook to increase in size, following very naturally the growth of the Department whose work it deals with, led to the production for several years of a book of inconvenient dimeh sions, and threatened, unless a different system were pursued in its preparation, very soon to make a most unwieldy volume. An earnest effort had to be made, and a change was therefore inaugurated in the preparation of the present volume, with a view to reducing its bulk. The result has been to reduce it by about 5200 pages; while the tendency to conservatism in the matter of illustrations, which for the past year or two has characterized all the publication work of the Department, has caused a reduction in the number of plates from 87 in the Year book for 1902 to 65 in the present volume. It has been impossible, of course, to effect such a marked reduction without in some measure restricting the number of articles contributed. The number in this volume, while still considerably above the average since the Yearbook was established, is 32, as against 37 last year and 33 in the Yearbook for 1901. The authors are, however, to be con gratulated upon having more nearly than ever before approached the standard of brevity which it has been sought to establish in connection with Yearbook articles, and the average length is but a fraction over 12 pages. Readers who have been in the habit of consulting the Appendix will find there also evidence of this restrictive policy in the elimination of some features to which they have become accustomed. It is believed, however, that the most important information presented in this part of the Yearbook for permanent preservation has been retained. At a risk of repetition, it must be again stated for the information of those who desire to possess a copy of the work, that the quota assigned to the Department's use is barely su cient to supply its own active coworkers, and the great majority of people desiring to secure a copy must, therefore, depend upon their Senators, Representatives. Excerpt from Yearbook of the United States Department of Agriculture, 1902 The Yearbook for 1902 is slightly more bulky than its predecessors. It is satisfactory to note, however, that this result is due not to an increase in the length of the articles contributed but to continued expansion in the Department work - the multiplication of the branches of work which should be represented in the pages of the Yearbook. As a matter of fact, the 37 articles which form the bulk of the volume will average fewer pages than those in any former Yearbook. These take up 534 pages, being an average of a little over 14: pages to an article. The corresponding portion of the Yearbook for 1901 aggre gated 492 pages, containing 33 articles, averaging 15 pages; while the corresponding figures for the Yearbooks for 1900 and 1899 were, respectively, 552 pages, 31 articles, averaging nearly 18 pages, and 593 pages, 26 articles, averaging nearly 23 pages. It has been impossible in the general effort at reduction to apply it equally to the first part of the Yearbook, which, in compliance with the law requiring the inclusion in each Yearbook of a general report of the operations of the Department, consists of the Secretary's Annual Report. This record unavoidably expands in some proportion to the continued growth of the Department and the extension of its work along numerous new lines. The number of plates (87) is the same as in 1900 and slightly less than in 1901, though in view of the increase in the number of articles the reduction is proportionately greater than the actual number shows. In accordance with the general policy Of reduction, the illustrations have been carefully restricted to such as are deemed necessary to increase the usefulness of the work and to assist the reader to a full and satisfactory understanding of the text.
