This book provides a comprehensive history of the modern Chinese navy from 1840 to the present. Beginning with a survey of naval developments in earlier imperial times, the book goes on to show how China has since the mid-19th century four times built or rebuilt its navy: after the Opium Wars, a navy which was sunk or captured by the Japanese in the war of 1894–1895; during the 1920s and 1930s, a navy again sunk or lost to Japan, in the war of 1937–1945; in the 1950s, a navy built with Soviet help, which stagnated following the Sino-Soviet split in the early 1960s; and finally the present navy which absorbed its predecessor, but with the most modern sections dating from the 1990s—a navy which continues to grow and prosper. The book also shows how the underlying strategic imperative for the Chinese navy has been the defense of China’s coasts and major rivers; how naval mutiny was a key factor in the overthrow of the Qing and the Nationalist regimes; and how successive Chinese governments, aware of the potent threat of naval mutiny, have restricted the growth, independence, and capabilities of the navy. In the closing years of the nineteenth century, East Asia saw traditional institutions erode under the weight of modernization, westernization, and imperialism. Unlike Japan, which by the late 1860s boldly embraced western thought and technology, Korea's orthodox Neo-Confucian elites resisted change. Trade agreements signed in the 1880s led to some reforms and the "opening" of Korea to the West. Soon China, Japan, Russia, France, Germany, and Great Britain vied for economic opportunity. Significantly, American missionaries and traders formed a core cadre among the foreigners who ventured to what the West called the Hermit Kingdom. Drawing upon the work of scholars and practitioners from all over the world, it takes a comparative and global approach to examining the history, theory and evolution of naval advising and assistance. Starting with a brief history of the evolution of naval advising, the book then moves to late-19th century naval advising efforts. These generally involved individuals such as the American adventurer in China, Philo McGiffin, but also included State-sponsored formal missions such as the first such US effort: Colonel John Lay’s 1870s mission to Egypt. A comparative multi-national examination of the ability of non-European States such as China, Turkey and Japan to adopt Western naval methods and doctrine - and an examination of the French naval advising mission to Peru - round out the book's pre-First World War offerings. The trends in naval advising between the World Wars—particularly their use as tools of economic and political penetration—are revealed through chapters on the British naval aviation mission to Japan; the British and French naval missions to Poland; the US mission to Peru; and a comparative study of Italian naval missions in Persia, China and Spain.
