Fishers are often perceived to be poor, and low income levels are used to justify subsidies and other types of direct and indirect income support to maintain coastal communities. In this study we investigate fishers’ income levels in four Nordic countries; Denmark, Iceland, Norway and Sweden for different types of fishers and vessels and in comparison to alternative occupations. The most important result is that fishers in these countries are doing relatively well, and only in Sweden is the fishers’ average income level below the average national income. Within the fleets, there are substantial differences. Owners of coastal vessels tend to have the lowest income, and also lower than crews. Owners as well as crews on larger vessels tend to do much better and in the largest fishing nations, Iceland and Norway, very well.

Indian fisheries are moving from artisanal to capitalistic methods of production. As this transformation takes place, many traditional fishers are forced to seek employment on trawlers and other fishing vessels owing to their lack of a capital base to purchase modern vessels themselves. Competition among trawlers can lead to cost reducing strategies that lower the quality of working conditions for those employed in these vessels. This paper is an attempt to assess the working conditions of these workers through the use of indicators developed by the International Labour Office in the context of decent work. By utilizing data collected in the National Sample Survey Organization’s (NSSO) 68th round survey of employment and unemployment, we find that there are some areas in which decency of work is lacking. The level of job security is highly inadequate among most workers in fisheries. There is a marked absence of women in the labour pool, especially in unskilled tasks. Child labour, while not a cause for alarming concern, exists to a minor degree in the industry. Furthermore, freshwater fishing was found to afford lower standards of work than marine fishing. Regulation and policy action are called into requirement by these observations.

These guidelines have been produced to support implementation of the Code of Conduct for Responsible Fisheries with regard to safety at sea in the fisheries sector. Their purpose is to enable relevant authorities to develop and implement strategies aimed at improved safety, health and conditions of service at sea in capture fisheries and aquaculture operations. They apply to all commercial fishing activities, as well as activities at sea within the aquaculture sector. Furthermore, the principles therein, may also be applied to vessels engaged in fisheries research. However, while these guidelines are not directed at sport and recreational activities carried out within the aquatic environment, administrations responsible for such sectors may well take note of the safety and health issues therein. The guidelines contribute to Strategic Objective 5: Increase the resilience of livelihoods to threats and crises.
