This paper examines the determinants of female labor force participation in India, against the backdrop of India having one of the lowest participation rates for women among peer countries. Using extensive Indian household survey data, we model the labor force participation choices of women, conditional on demographic characteristics and education, as well as looking at the influence of state-level labor market flexibility and other state policies. Our main finding is that a number of policy initiatives can help boost female economic participation in the states of India, including increased labor market flexibility, investment in infrastructure, and enhanced social spending.

This book addresses women’s changing role in and contributions to the Indian labour market. It explores how feminist theories and frameworks have changed over time and gradually been supplanted by new ones. The book explores the structural shift in women’s employment from farm to non-farm jobs in services and industries, both theoretically and empirically. Further, it examines the steady rise of women in high skilled or ‘new economy’ sectors like information and communication technology, electronics and telecom; and in low skilled work such as domestic work, particularly in urban areas. It also scrutinizes how emerging sectors of the economy are experimenting with new forms of employment by changing the temporal (part-time work, flexible hours), spatial (location of work) and contractual (temporary contracts) dimensions. Beyond analysing the above-mentioned aspects, the book discusses perennial challenges such as patriarchy, socio-cultural norms and gender-based labour market inequalities across occupations as a ‘glass ceiling’ or ‘sticky floor’. This publication considers the effects of gender on access within the family and beyond. It is based on a more detailed study of women's involvement in key sectors of the Indian economy, the returns they are getting, and the critical constraints they face in increasing their access to, and productivity in, these sectors. Three fundamental observations emerge. First, women are vital productive workers in India's national economy. Second, the poorer the family, the greater its dependence on women's economic productivity. The third observation is that, as a society, India invests far less in women workers than in its working men. India's women also have less access than do men to health services and nutrition. These gender based asymmetrics are contributing factors in India's high child mortality rates and persistently high birth rates.

The sixth volume in the Rethinking India series, in collaboration with the Samruddha Bharat Foundation, looks at the reality of gender equality in the country against the promises of justice and equality made in the Constitution of India. What it finds is that even today, India remains an unequal country and that women control, at best, about 10-15 per cent of economic and political resources. While there has been progress in some areas, in many other areas there has been very little and uneven change. One of the main reasons for this slow progress is that social norms that assign particular roles and identities to men and women are 'sticky' and hard to change. In India, a highly patriarchal society, these norms give very little power to women and, consequently, they have little control or influence over decisions taken within their households, in markets or in political spaces. Challenging the status quo can cause a backlash, leading to high levels of violence against women in the domestic sphere, the workplace and in public places. If we are to see a more safe, just and equal society by 2047, a hundred years after Independence, it cannot be business as usual. Her Right to Equality argues that what we require is disruptive change through individual and collective leadership and action.
