Now, a century later, women almost everywhere are the majority of voters but a distinct minority of elected officials. Brazil's quality of democracy remains limited by enduring obstacles including the weakness of parties and underrepresentation of marginalized groups. Gender equality is central to the protection of human rights and the functioning of democracy.
