This volume offers an understanding of institutional reforms, gender-related policy dynamics, the role of different actors in the policy process, and the impact of a particular policy on the state of women’s political participation in Bangladesh. The discussion is set against the background of the Fourth World Conference on Women, 1995, in Beijing, in which a Platform for Action signed by heads of governments expressed their countries’ commitment to achieve ‘gender equality and empowerment of women’ through ensuring integration of the gender perspective at all levels. In Bangladesh, notable among the initiatives undertaken was the enactment of the Local Government (Union Parishads) (Second Amendment) of 1997, through which one-third of seats were reserved for women in the Union Parishad (UP) and the system of direct election was introduced to elect women members in reserved seats. The Act of 1997 is considered to be a milestone, since it has enhanced women’s participation in the local government politics significantly. Against this background, the specific research questions that have been addressed in this volume include: the necessity of reform for enhancing women’s participation in politics; the context against which the Government of Bangladesh enacted the Act and the reasons such an initiative was not taken earlier; the actors behind the reforms and their role in the reform process; and the impact of the reform on the state of women’s participation at the local level in Bangladesh.

The government of Bangladesh has recently introduced the provision of universal adult franchise in the reserved seats for women in local government institutions of the country to integrate half of the population in the decision-making process. It is important in this context, the extent to which this system of women representation in local government body contributes to women's political participation and empowerment and also to what extent they are able to perform their due roles. The present study explores these issues based on field level data. The study finds that the provision of direct election in the quota seats contributes to develop significant enthusiasm among women to participate in politics. The study, however, finds that women face severe hurdles and resistance from their male counterparts performing their due roles. Furthermore, the women as first timer in the political arena experience difficulties in understanding and performing their roles and responsibilities. The study therefore recommends further legal safeguards, training and social awareness programmes for effective participation and empowerment of women in the local government system of the country.

The 1971 genocide in Bangladesh took place as a result of the region’s long history of colonization, the 1947 partition of the Indian subcontinent into largely Muslim Pakistan and Hindu India, and the continuation of ethnic and religious politics in Pakistan, specifically the political suppression of the Bengali people of East Pakistan. The violence endured by women during the 1971 genocide is repeated in the writing of national history. The secondary position that women occupy within nationalism is mirrored in the nationalist narratives of history. This book engages with the existing feminist scholarship on gender, nationalism and genocide to investigate the dominant representations of gender in the 1971 genocide in Bangladesh and juxtaposes the testimonies of survivors and national memory of that war to create a shift of perspective that demands a breaking of silence. The author explores and challenges how gender has operated in service of Bangladeshi nationalist ideology, in particular as it is represented at the Liberation War Museum. The archive of this museum in Bangladesh is viewed as a site of institutionalized dialogue between the 1971 genocide and the national memory of that event. An examination of the archive serves as an opening point into the ideologies that have sanctioned a particular authoring of history, which is written from a patriarchal perspective and insists on restricting women’s trauma to the time of war. To question the archive is to question the authority and power that is inscribed in the archive itself and that is the function performed by testimonies in this book. Testimonies are offered from five unique vantage points – rape survivor, war baby, freedom fighter, religious and ethnic minorities – to question the appropriation and omission of women’s stories. Furthermore, the emphasis on the multiplicity of women’s experiences in war seeks to highlight the counter-narrative that is created by acknowledging the differences in women’s experiences in war instead of transcending those differences. An innovative and nuanced approach to the subject of treatment and objectification of women in conflict and post conflict and how the continuing effects entrench ideas of gender roles and identity, this book will be of interest to academics in the fields of South Asian History and Politics, Gender and genocide, Women and War, Nationalism and Diaspora and Transnational Studies.
