This, then, is the first conclusion I would come to: that in more cases than we would believe the wage of women-workers is a customary wage, fixed at a time when the world was poorer, and capital was more powerful. This conclusion is, I think, strengthened by the case which, at first sight, would seem to refute it. The great outstanding exception to low wages in women's industries is, as before noted, in the Lancashire weaving. Excerpt from Wage-Earning Women The chapters which follow are designed to give only glimpses of these women wage-earners as they toiled in different parts of the country, during the year 1907, and mainly in the summer and autumn months before the effects of the financial stringency were observable. The investigation upon which these glimpses are based was undertaken primarily that officers and workers of the Young Women's Christian Associations might know more about the young women whom they would serve. But it was also hoped that others who had made no special study of industrial life might become acquainted with some of its varied phases, and thus develop interest in local situations, at least. The needs of the associations, however, became the dominant factor in determining the sections of country to be studied. The manufacture of cloaks and mantillas as a wholesale business was said to have begun between 1848 and 1858. As an important industry, however, the manufacture of women's clothing, principally cloaks, began early m the sixties about the time that the Civil War, through the Government demand for clothing for soldiers and sailors, was giving another great impetus to the men's ready-made-clothing industry. The manufacture of women's suits was not begun, however, until early in the eighties... The rapid development which has taken place during the last half-century is shown in the following tables, and is ascribed to the gradual transfer of work on women's clothing from the homes and custom dressmaking establishments to the factories.
