It may sound simple. Fashion a set of blades, attach them to a generator, set the machine on top of a tower, and let the wind do the work of creating electricity. Not so. Most of these attempts fail, even with the availability of the latest technologies. In Wind Energy Revolution, Christopher C. Gillis Sr. examines the efforts to develop “small” wind generators for use at homes, farms, and ranches following the 1973 Arab Oil Embargo. Wind machines were once featured prominently on farms and homesteads throughout the Midwest of the United States and Canada during the late 1910s through the early 1950s in areas that had no access to overhead electric-power transmission lines. As a result of rural America’s connection to the power grid, many of these pioneer wind-electric machines fell “victim” to electrical power lines. Interest in wind energy resurfaced in the early 1970s when energy shortages were created by the Arab Oil Embargo, the rise of environmentalism, and the move toward self-sufficient, off-the-grid living. Early wind-electric machines were dusted off and restored back into service, while several former manufacturers reemerged, and entrepreneurs developed new designs. Political and societal interest in renewable energies—wind and solar—began to wane in the early 1980s and did not return until the late 1990s. Even so, the developments in the 1970s influenced how Americans subsequently viewed and used renewable power. In recent decades the global wind energy industry has undergone explosive growth, and there is still vast potential for wind to supply more of the world's energy. Though not only is wind power far from reaching its potential, its rise has been uneven and irregular. What factors influence the development of the wind energy industry, and why has it developed successfully in some places but not in others? In Winds of Change, Ion Bogdan Vasi argues that the development of wind energy is dependent not only on improvements in technology and economic forces, but also in large part on the efforts of the environmental movement. Vasi defines and analyses three pathways through which the environmental movement has contributed to industry growth: it has influenced the adoption and implementation of renewable energy policies, created consumer demand for clean energy, and changed the institutional logics of the energy sector. Vasi uses quantitative analysis to present the big picture of global wind power development, and qualitative research to understand why certain countries are world leaders in wind energy while others are relatively underdeveloped. Through interviews with renewable energy professionals and campaigners, he shows that environmental groups and activists participated actively in energy policymaking, pressured various organizations to purchase wind power, and formed new companies that specialized in wind-farm development. He also demonstrates that environmentalists contributed to wind turbine manufacturing by becoming entrepreneurs, innovators, and advocates. Winds of Change sheds much new light on how wind energy is adopted and why, and demonstrates how activists and social movements can contribute to the creation of new industries.

Commercially available small wind conversion systems (SWECS), DOE-funded prototype SWECS, and possible second generation advanced concepts are assessed from the standpoint of several key Figures-of-Merit including cost of energy, dollars per pound, kilowatt hours per year per pound, and kilowatt hours per year per square meter of rotor area. The reliability, performance, and installation and maintenance costs of these systems are also assessed. It is concluded that current SWECS, while nearing the threshold of competitiveness with conventional energy sources, are inhibited from reaching their lowest cost potential by the use of off-the-shelf components, less than optimum rotor designs, and (in some cases) overly complicated control systems. The comparison of improved DOE prototypes and possible advanced concept SWECS shows that, in many size ranges, considerable reductions in energy cost can be achieved.
