Creating Japan’s Ground Self-Defense Force, 1945–2015 is a timely contribution to postwar Japan security studies. It is the first comprehensive account of Japan’s post-1945 army, including a comprehensive institutional history, together with the evolution of roles and missions and the adoption of successive professional identities. The organizational history is embedded within a thorough examination of Japan’s own defense policy, as well as of America’s policy of alliance with Japan. The book examines and challenges assumptions about the drafting and adoption of the War Renunciation clause of Japan’s postwar Peace Constitution, Article 9, which uniquely not only renounces war, but the arms to wage war. Thus Japan’s army is not called an army, but the Ground Self-Defense Force (GSDF). In the Ruins of the Japanese Empire concludes that early East Asian Cold War history needs to be studied within the framework of post-imperial history. Japan’s surrender did not mean that the Japanese and former imperial subjects would immediately disavow imperial ideology. The end of the Japanese empire unleashed unprecedented destruction and violence on the periphery. Lives were destroyed; names of cities altered; collaborationist regimes—which for over a decade dominated vast populations—melted into the air as policeman, bureaucrats, soldiers, and technocrats offered their services as nationalists, revolutionaries or communists. Power did not simply change hands swiftly and smoothly. In the chaos of the new order, legal anarchy, revenge, ethnic displacement, and nationalist resentments stalked the postcolonial lands of northeast Asia, intensifying bloody civil wars in societies radicalized by total war, militarization, and mass mobilization. This open access book assesses the profound impact of Japan’s aspirations to become a great power on Japanese security, democracy and foreign relations. Rather than viewing the process of normalization and rejuvenation as two decades of remilitarization in face of rapidly changing strategic environment and domestic political circumstances, this volume contextualizes Japan’s contemporary international relations against the longer grain of Japanese historical interactions. It demonstrates that policies and statecraft in the Prime Minister Shinzo Abe’s era are a continuation of a long, unbroken and arduous effort by successive generations of leaders to preserve Japanese autonomy, enhance security and advance Japanese national interests. For decades after World War II, Japan chose to focus on soft power and economic diplomacy alongside a close alliance with the United States, eschewing a potential leadership role in regional and global security.
