The Afghanistan Expatriate Program (AEP) and the Palestinian Expatriate Professional Project (PEPP) recruit expatriates through a merit-based system to build capacity in government departments and agencies in Afghanistan and West Bank and Gaza respectively. Beyond individual success stories, both initiatives faced the tremendous challenge of translating individual inputs into institutional capacity building and as a result, both programs could not generate the expected increase in capacity of the local civil service. Indeed, strengthening management and technical capabilities of the ministries and agencies in both projects was achieved only sporadically. The one real value of the expatriate programs was the expatriates' knowledge of the local language and environment and, in the case of the AEP, a single window funding for short-term consultants. However, such programs are only stop-gap and unless they build capacity over the medium term, as donor funding diminishes they are unsustainable for recipient governments. This dissemination note aims to capture lessons learned from the AEP and PEPP programs.

This study will focus on one potential way to improve security and public safety in conflict environments: developing new partnerships with individual migrants, migrant associations, and organized diaspora networks. These individuals and communities have a demonstrated and keen interest in the security and development of their home societies. They already support livelihoods back home by sending remittances (financial transfers), investing in businesses, engaging in social welfare projects, and providing technical expertise. Yet, to date, neither researchers nor policymakers have paid any sustained attention to the potential contribution that these individuals and associations could make to support public safety. The report is organized in three parts. The first provides a background for the study, defines terms, and outlines the methodology used. The second reviews the ways migrants and diasporas currently maintain ties and support livelihoods back home, and it addresses the four difficulties noted above. While clearly every society emerging from armed conflict requires some degree of reconstruction, the needs of Afghanistan following allied intervention in 2001 have been by far beyond the ordinary − after a quarter-century of armed conflict the country’s entire social, political and economic infrastructure had been destroyed, while war left Afghanistan facing the worlds largest refugee population. It has now been almost half a decade since the fall of the Taliban and billions of dollars have been pledged for reconstruction by the international community. Judging from numerous indicators, it appears that Afghanistan is on its way to be once again a "functioning state" − we will critically assess if this is really the case by considering socio-historical factors of Afghanistan′s current situation such as historical segmentation of elites and the legacy of the USSR′s invasion, followed by a critical discussion of post-conflict reconstruction efforts as well as underlying structural problems undermining these efforts.
