This journal article, based on the futures study with the same title, looks at the impact of community policing on small and medium size police departments in California by the year 2003 that is assessed in terms of police service consolidation, police effectiveness, police officer empowerment, the decentralization of police agency authority and structure, and customer orientation. The key issue is whether police service consolidation and the philosophy of community policing are compatible. Several sub-issues are also addressed: effect of police service consolidation on citizen expectations of community policing; services and/or tasks that are chosen for consolidation; and consolidation opportunities created by community policing. Trends and events relevant to the key issue and sub-issues are examined, and strategic and transition management plans are devised to facilitate police service consolidation in the context of community policing. The author concludes that whether the impact of police service consolidation on community policing is positive or negative depends primarily on preplanning and services chosen for consolidation. The consolidation of some support services, such as records, dispatch, evidence processing and storage, and investigations, can be accomplished without adversely impacting community policing. Community input and adequate consideration of financial issues are essential to effective police service consolidation.

This analysis of social equity and the solicitation and granting of federal funds will examine how police agencies have changed in lieu of the receipt of these funds authorized by the 1994 Federal Crime Bill. In the first part of this study, an analysis of the recent history of federal funding aimed at improving law enforcement capabilities will be examined. Next, the community oriented policing (COP) movement will be analyzed by detailing the types of programs subsidized by the 1994 Crime Bill funding, their original intent, and how they were to be operationalized will be discussed. A theoretical framework will be presented that will use empirical assessments of the number of community (or proactive) programs in place in each agency, degrees of organizational change noted in a three-year review of each department's structure as reported in the LEMAS survey of police departments, the levels of economic inequality present in the jurisdictions that received COP funding, and the ethnic composition of these jurisdictions.

The literature suggests that the role of law enforcement is evolving toward a community-oriented mission; this evolution means that police organizations must use creative methods to adopt a customer-service approach to policing. A key issue involves restructuring small police agencies to move toward a customer service focus by the year 2001, since traditional organizational arrangements may not support the problem-solving posture required of small departments in a changing environment. Based on research of relevant literature and interviews with public and private sector executives, this futures study reveals demographic, social, and labor force transitions over the next 10 years. It is envisioned that small, semi-rural communities will continue to experience rapid growth and that police departments in these areas will be expected to provide a wide range of customer services with limited personnel. Police organizations will need to empower their members with more discretion to solve problems and become more flexible to address changing community needs. Trends affecting a police department's ability to enhance a customer service approach in the future include revenue levels, demographic changes, crime rate changes, community perceptions of crime, community support, and public demand for police services. A strategic plan is presented that employs an alternative organizational structure to achieve the customer service mission. Methods are proposed to facilitate the strategic plan's phased implementation: generalist approach to special functions; collaborative efforts within and between police divisions; and expanded use of civilians, volunteers, and community organizations. The study concludes that alternative organizational structures may be an indispensable tool to support the future mission of small police agencies in rapidly growing communities and that increasing demands placed on a customer service mission will only be fulfilled by organizations characterized by flexibility. Appendixes contain additional information on study procedures and analysis.

This dissertation is an examination of how police officers' perceptions of the complexity in merging Organizational Change Components (OCCs) related to the consolidation of the Louisville Division of Police (LDP) and Jefferson County Police Department (JCPD) in 2003 impact support for police consolidation. This study focused on five primary OCCs: 1) culture(s), 2) policies and procedures, 3) communications, 4) collective bargaining contracts, and 5) re-defining patrol division boundaries. The population consisted of officers who were currently employed by the Louisville Metro Police Department (LMPD) and were affiliated with either the former LDP or the JCPD in 2003 when these departments were merged to form LMPD. The entire population of 669 police officers was invited to participate in this study and complete a survey. The survey resulted in 390 respondents, a 58.2% response rate. Police officers hired post-consolidation were not included in the population for this study. The dissertation was divided into six chapters comprising monocentrism and polycentrism, history of the LMPD consolidation, diffusion of innovation theory, and complexity theory. Chapter I provides an overview of the study. Chapter II explores monocentric and polycentric forms of government and police departments. It also focuses on diffusion of innovation theory in consolidation efforts and how complexity plays a significant part of innovation. Chapter III gives an overview of the merger of the LDP and JCPD. This chapter further explores the nature of the OCCs used in merging the two police agencies. Chapter IV, V, and VI cover the methods utilized, findings, and discussion of the findings respectively. A stepwise regression analysis was conducted utilizing current support for consolidation as the dependent variable. Six models were tested. The findings indicate that officers' perception of the complexity of merging OCCs was a significant predictor of current support for consolidation. Additionally. officers' prior support for consolidation and officers' satisfaction with the results of the merged OCCs were also significant predictors of current support for merger. In comparison, prior support was the strongest predictor of current support followed by satisfaction.

This journal article, based a futures study with the same title, addresses the issue of the impact problem oriented policing will have on mid-sized police departments in California by the year 2002. Sub-issues discussed in the analysis include the types of training and education officers will need to provide the required services; requirements related to external interactions or liaisons with other agencies; and the nature of citizen feedback, participation, and expectations by the year 2002. Five trends were identified as being important to forecasting the issue and sub-issues: budgetary constraints, effectiveness of traditional policing, need for change in the criminal justice system, changing methods of evaluating police effectiveness, and law enforcement understanding of cultural differences. In addition, five events, thought likely to occur, were factored into the analysis: economic catastrophe, community demands for a civilian review board to monitor the police, appointment of a blue ribbon committee to evaluate police effectiveness, dismissal of the police chief under pressure for insensitivity to community needs, and mandatory problem-oriented policing training. Based on this analysis, strategic management and transitional management plans were outlined.

The proceedings of the National Consultation on Safety and Force held on December 11-13, 1979, are presented in the report. The consultation highlights the concern of the Community Relations Service, an arm of the Department of Justice, with the issue of alleged police use of excessive force. The consultation objectives were to identify key issues and problems related to police-minority community relations, to explore alternatives and solutions to the problem, and to develop a working trilateral (black, Hispanic, police) relationship geared toward crisis response and problem-solving. The opening remarks addressed the need for an approach to developing a better understanding between minorities and law enforcement agencies. Four case studies in Colorado, California, Washington, and Texas, were presented to illustrate successful community-police efforts to increase safety and reduce the use of police force. A small-group session considered eight questions regarding issues in race relations, police use of force, and options to reduce the use of force. Panel discussions considered options for both the police and for community groups on reducing tension and conflict which could lead to the use of excessive force. Other panel discussions considered special problems in municipal liabilities which arise from the increasing number of civil suits based on alleged police brutality, special problems of nonurban police departments, and the obstacles and opportunities to progress in the area of police use of excessive force. An audio-visual presentation provided a training demonstration of police officers under stress.
