In February 1861 Tsar Alexander II issued the statutes abolishing the institution of serfdom in Russia. The procedures set in motion by Alexander II undid the ties that bound together 22 million serfs and 100,000 noble estate owners, and changed the face of Russia. Rather than presenting abolition as an 'event' that happened in February 1861, The Abolition of Serfdom in Russia presents the reform as a process. It traces the origins of the abolition of serfdom back to reforms in related areas in 1762 and forward to the culmination of the process in 1907. This book examines the history of reforms and major state interventions affecting Russian agriculture: the abolition of serfdom in 1861, the Stolypin reforms, the NEP, the Collectivization, Khrushchev reforms, and finally farm enterprise privatization in the early 1990s. The narrative of peasant unrest in Russia during 1905?1906 combines a chronology of incidents drawn from official documents, with close analysis of the villages associated with the disorders based upon detailed census materials compiled by local specialists. The analysis concentrates on a single province: Kursk Oblast, bordering the now independent Ukraine. In place of the general surveys of the revolution that dominate the literature, Miller focuses on local events and the rural populations that participated in them. Documents the degree to which the peasant community had been pushed onto the path of change by the end of the nineteenth century, how much the ?peasantry? itself had become increasingly heterogeneous in outlook and occupation, and the rapidity with which these processes had begun to corrode the legitimacy of the older order. Miller concludes that unrest was concentrated mostly among peasant communities for whom the benefits the vital interactions between social unequals that had maintained a fragile social peace in the countryside had been radically eroded; he furthermore identifies the prominent role played by that spectrum of persons that retained their ties to their villages, but stood toward the margins of rural life.

The collection consists of four parts: Part I presents three non-technical essays on economic development and economic systems. Four out of five essays in Part II deal with the theory and measurement of the so-called Index of Total Factor Productivity for several countries. The fifth essay is on the theory of index numbers. The first essay of Part III compares the American and Soviet patterns of economic development and finds that the path followed by each country might have been optimal for it at the time. The second essay develops a general theory of a producer cooperative. The third essay discusses a method for avoiding monopolistic exploitation, under either system, without price control. Part IV presents three applications of economic theory to historical problems - in particular, to serfdom and slavery. The first, on 'The Causes of Slavery or Serfdom', has become a classic. The second challenges the widely accepted view that Russian serfdom had become unprofitable for the serf-owners before the Emancipation of 1861. The last shows that the oft-repeated estimate of the overcharge for land allotted to the former serfs by the Emancipation has little basis in fact.

In this book, readers will find a case-study comparison of the emancipation of Russian serfs on the Yazykovo Selo estate and American slaves at the Palmyra Plantation. Although state policies and reactions may not follow the same paths in each area, there were striking thematic parallels. These findings add to our understanding of what happens throughout an emancipation process in which the state grants freedom, and therefore speaks to the universality of the human experience. Throughout recorded history, labor to produce goods and services has been a central concern of society, and questions surrounding the terms of labor—the arrangements under which labor is made to produce and to divide its product with others—are of great significance for understanding the past and the emergence of the modern world. For long periods, much of the world’s labor could be considered under the coercive control of systems of slavery or of serfdom, with relatively few workers laboring under terms of freedom, however defined. Slavery and serfdom were systems that controlled not only the terms of labor, but also the more general issues of political freedom. The nine chapters in this volume deal with the general issues of the causes and consequences of the rise of so-called free labor in Europe, the United States, and the Caribbean over the past four to five centuries, and point to the many complications and paradoxical aspects of this change.
