The report calls for a review of provisions relating to the Community Health Councils (CHCs) in order to ensure that neither the National Assembly for Wales nor the CHCs are unduly constrained in the exercise of their duties. It also addresses the issue of central performance management of CHCs by the new Association of Welsh Community Health Councils. It notes concern regarding the independence of the proposed Wales Centre for Health, and also calls for Government action to solve the problems encountered in the collection of medical data for public health purposes.

Also in the report, the Committee: welcomes the use of innovative methods of broadcasting used by S4C to engage with audiences outside Wales; recommends the commissioning of more programmes reflective of Welsh identity; supports initiatives helping Welsh companies to exploit their global potential in the creative industries.
