The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 created the Temporary Assistance for Needy Families (TANF) block grants to states, which emphasizes work and responsibility over dependence on government benefits. GAO found that impairments are common among TANF recipients and their children, with 44 percent of TANF recipients reporting that they or their children had impairments, compared with 15 percent of the non-TANF population. Moreover, recipients with impairments were more likely to be white and over age 35 than those without impairments. GAO found that people with impairments who left TANF were less likely to be employed than leavers without impairments, but many leavers with impairments received Supplemental Security Income, a federal program providing cash assistance to low-income individuals who are aged, blind, or disabled.

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) significantly changed federal welfare policy for low-income families with children. PRWORA eliminated eligible families legal entitlement to cash assistance and created Temporary Assistance for Needy Families (TANF) block grants to states. The Department of Health and Human Services (HHS) administers the TANF block grant program, which provides states with up to $16.5 billion each year through fiscal year 2002 and requires them to maintain a historical level of state spending on welfare-related programs. Under TANF, states have much greater flexibility and responsibility than under the prior Aid to Families With Dependent Children (AFDC) program to design and implement programs that meet state and local needs. At the same time, TANF emphasizes the importance of work and personal responsibility over dependence on government benefits. More specifically, to avoid financial penalties, states must demonstrate, yearly, that an ever-increasing proportion of adults receiving TANF are working or engaged in work-related activities. In addition, after 2 years of assistance, or sooner if the state determines the recipient is ready, TANF adults are generally required to be engaged in work or work-related activities, and each state has the prerogative to define work and work-related activities. These work requirements are more stringent than those of the previous program. Moreover, states must enforce a lifetime limit of 60 months (or less, at state option) on the length of time adults receive federal assistance, although up to 20 percent of a state's adult caseload may be exempted from this time limit.

Instead of the entitlement to cash assistance embodied in the Aid to Families with Dependent Children, Temporary Assistance to Needy Families (TANF) encourages economic self-sufficiency through employment. After five years, evidence is accumulating as to the policy's successes and failures. A key feature of this research involved the employment outcomes and well-being of welfare leavers, most of them single women and children who exit from welfare programs. Such dramatic policy changes provide evaluators with expansive opportunities for policy-relevant research, but they also raise questions about the role of evaluation in informing policy and about the information most valuable for this purpose. A key challenge facing evaluators is that stakeholders often have diverse needs and expectations. As a result, policy is often best informed by an array of evaluations that use different methods. Recognizing the difficulties involved, this issue contributes to the welfare policy debate by reporting on a multisite project examining families who leave welfare. The studies used multiple sources of data, employed multiple approaches to analysis, and included multiple value-based outcomes. The goals of this issue are to use this planned mixture of multiple methods to provide a richer understanding of life after TANF and to illustrate how to incorporate multiple or mixed methods in the social policy arena.

Act in 1996 was intended to drastically transform public assistance in the U.S. With it, a new emphasis was established to move public assistance recipients from welfare to work. But, rather than leading to self-sufficiency, the reform instituted tough requirements and restrictions on eligibility (including time limits, work requirements, and participation rates). The law gave states discretion to structure programs, and impelled them to enforce strict sanctions. This report evaluates the 1996 law against new exec. and legislative proposals for reauth. The proposals not only ignored some of the negative outcomes of the 1996 reform, but potentially compounded the disparate impact of the 1996 law.
